Members noted that while multiple federal agencies share responsibility for countering drone threats, no single entity has clear authority over deterrence, leaving U.S. military sites exposed to surveillance, espionage, or potential weaponization. Subcommittee Chairman William Timmons (R-S.C.) and Ranking Member Suhas Subramanyam (D-Va.) pledged to work together to find solutions to enhance military security and counter aerial threats.

So, it can be a challenge here in the homeland to determine that.”

Adversaries exploit gaps and shortages in U.S. defense capabilities, using drones for surveillance, intelligence gathering, and potential attacks, even along the southern border.

• Rear Admiral Spedero acknowledged technological disparities in drone detection that create vulnerable gaps, saying, “In general, the technology to field systems has far outpaced the technology to defeat those systems. It’s a much wider, broader, deeper market for drone application, for commercial and recreational purposes, so hence that technology has evolved very quickly from radio control drones to now fully autonomous drones that may or may not even rely on reception of a GPS signal, which would make it very challenging to intercept.”

• Rep. John McGuire (R-Va.) pointed out that adversaries near the southern border are using drones to observe Border Patrol operations, and that implementation of 10 U.S.C. 130i to safely conduct those operations without drone surveillance is absent.

Strong leadership and swift action are necessary to mitigate the threat, strengthen military readiness, reinforce U.S. deterrence against drones, and provide answers to the American people.

• Mark Roosevelt Ditlevson—Acting Assistant Secretary of Defense for Homeland Defense and Hemispheric Affairs, U.S. Department of Defense—suggested solutions to improve the U.S. response to drones in his opening statement. “You can’t defeat what you can’t see. On the legislative front, we continue to engage with members of Congress to seek modest but important refinements to do these counter UAS authorities under section 130i. Our legislative proposal is intended to allow the department to protect additional locations and missions, add greater stability for long-term planning and resources allocation within the department, and facilitate improved understanding and cooperation among U.S. interagency and local partners.”

• He explained that the Department of Defense is looking to streamline its processes so commanders would know what authority they have to respond to drone threats.

     A group of Soviet astronomers beat a hasty retreat today from suggestions attributed to them Monday about another civilization in outer space.

The radio astronomers from the Sternberg Institute of Astronomy in Moscow were quoted by the Soviet news agency Tass as saying mysterious signals from outer space came from intelligent beings.

Prof. Joseph S. Shklovsky, head of the radio astronomy department, said:

"The facts are very interesting. But to speak now about the artificial origin of the signals would be premature. We have to approach this question very thoroughly and very carefully."

Shklovsky made his remark at a hastily summoned news conference as astronomers throughout the world expressed doubt and amazement at the Soviet speculation about life in outer space.

Shklovsky, obviously distressed by what he called "the distorted version" of his work published by Tass, deplored the sensation caused by the report.

"We must avoid unhealthy sensationalism. Any sensational atmosphere can only do harm to science and culture in general," he said.

"We are confident in these observations, but there is no such thing as 100 precent certainly."

Also present at the conference were his assistants, Nikolai Kardashev, 33, and Genaddy Sholomitsky, 27.

Tass had quoted Kardashev as saying, on the basis of observation of the peculiar signals: "A supercivilization has been discovered."

SCU Responds To Senate Public Hearing On UFOs - UAP

SCU commends the US Senate Subcommittee on Emerging Threats and Capabilities on UAP hearing and applauds the first public release of some factual data on reported UAP shapes, altitudes, hotspots, and other characteristics; requests data on anomalous kinematics to support unclassified scientific research of UAP.

     The Scientific Coalition for UAP Studies (SCU), a data-driven organization of scientists, engineers, academics, and research professionals dedicated to conducting and supporting open
scientific research into unidentified anomalous phenomena (UAP), released the following announcement:

The SCU commends Senators Kirsten Gillibrand (D-NY), Jacky Rosen (D-NV), and Joni Ernst (R-IA) of the US Senate Committee on Armed Services, Subcommittee on Emerging Threats and Capabilities (SASCSETC), and Dr. Kirkpatrick, Director of the All-domain Anomaly Resolution Office (AARO), on their informative public hearing on UAP held April 19, 2023.

The hearing described a rigorous approach toward collecting and resolving military UAP reports. It also contained the first public release by the US government of a set of factual data on shapes, altitudes, and hotspots, as well as radar, radio, and thermal IR characteristics, of UAP reported between 1996-2023. Encouragingly, the listed attributes from these classified military reports are consistent with typical characteristics gleaned from large, non-classified databases of UAP witness reports.

SCU’s subject matter experts see Dr. Kirkpatrick and his team taking the proper steps in three essential areas of the endeavor: careful UAP case triage methods, the skillful use of both intelligence and scientific teams, and technically detailed case study, as presented in the video analysis during the open hearing. This approach is critical to resolving UAP reports into the categories of insufficient data, prosaic phenomena, potential adversary craft, and the truly unknown.

As a research priority, SCU urges AARO to release information on the characteristics of objects that reflect a kinematic capability beyond currently known technologies. Such incidents have been reported repeatedly over the last 70 years; the 2004 Nimitz incident is only a recent example. These are a critical class of UAP reports that will help academic researchers to seek, and reasonably expect to receive, funding for their unclassified work through NSF, NASA, DoD, or even AARO.

SCU wishes to thank every Member of Congress who supported the funding of AARO. We agree with the US government that UAP is an area of scientific study critical for the security of our nation and world. We look forward to the information AARO will be sharing with the public in the future.

     Dr. Sean Kirkpatrick, the director of the newly established All-domain Anomaly Resolution Office, appeared before the Senate Armed Services Committee on Wednesday, April 19th, 2023. The committee invited Dr. Kirkpatrick to provide an update on the agency's progress since its inception.

Dr. Kirkpatrick opened his testimony by stating that the All-domain Anomaly Resolution Office has been working tirelessly to identify and mitigate anomalies across all domains (space, air and sea). The agency's primary mission is to detect and resolve potential anomalies in real-time to ensure operational readiness across all branches of the military.

Dr. Kirkpatrick went on to describe the agency's accomplishments over the past year, including the development of a sophisticated data analytics platform capable of analyzing large volumes of data from various sources. The platform can identify patterns and potential anomalies in real-time and provide actionable insights to military commanders.

He also discussed the agency's efforts to improve communication and collaboration between various branches of the military. By sharing data and insights, the agency has been able to identify potential anomalies before they become major issues, resulting in increased operational readiness and reduced risk to military personnel.

Dr. Kirkpatrick concluded his testimony by expressing his appreciation for the committee's support and emphasizing the importance of the agency's mission. He stressed that the All-domain Anomaly Resolution Office is committed to continuing its efforts to enhance military readiness and ensure the safety of our nation's servicemen and women.

"In late February, Russian authorities temporarily closed the airspace above St. Petersburg after unconfirmed reports of an unidentified object circulated. All flights were briefly suspended from Pulkovo, the city's main airport."

     An unidentified flying object was located near a nuclear power plant close to Russia's second city, St. Petersburg, according to new reports.

An alert signal was sounded around the Leningrad nuclear power plant in the Russian town of Sosnovy Bor, local and state media reported on Wednesday. The object was moving at around 200 kilometers per hour (124 miles per hour) at an altitude of approximately 10,000 meters (33,000 feet), Russian sources reported.

A so-called "UFO Detector Site" was found by New Jersey State Park Police, and was "disarmed" by unplugging headphone wires from the block of wood as well as the soup can they were plugged into.

     A so-called "UFO Detector Site" was found in Wharton State Forest on Saw Dust Pile Road in Tabernacle Township on Friday, the New Jersey State Park Police said in a Facebook post. A detective unit and a K-9 unit were both sent to check out the device, and a member of the k-9 unit named Prime determined the device to be safe.

Alejandro Caminada, a resident of the district of La Matanza, claims having recorded a 'flying saucer' on his cellphone.

The man, a resident of Laferre, told Cronica.com.ar. that the recorded object came from another planet.

"I saw it with a friend. We were at his house. It was he who alerted me to the presence of a strange, pipe-shaped object in the sky," he said.

Caminada was startled by the unconventional shape of the object and remarked: "It crossed the sky in a very distinctive manner. It was elongated, tube-shaped, made no noise and spun quickly."

In the end, Fernando declared: "I began recording it and it vanished from one minute to the next. I never saw anything like it in the area."
