Anomalous Phenomena (UAP) AKA UFOs. The session, which featured compelling witness testimony and the public unveiling of new startling UAP footage, underscored a growing congressional push for greater transparency and robust protections for those who come forward with information.

Chaired by Rep. Anna Paulina Luna, the Task Force on the Declassification of Federal Secrets framed the hearing as a critical step towards holding government agencies accountable and rebuilding public trust. The overarching message from lawmakers and witnesses alike was clear: the era of secrecy surrounding UAPs must end, and individuals within the military and government who report these phenomena should be safeguarded, not silenced.

Eyewitness Accounts and Allegations of Retaliation

The hearing featured a diverse panel of witnesses, including U.S. Air Force veterans, a senior policy counsel at the Project On Government Oversight (POGO), an active-duty U.S. Navy Senior Chief Petty Officer (Operations Specialist) and seasoned Chief Investigative Reporter for KLAS-TV and longtime Ufologist, George Knapp. Their testimonies painted a picture of not only a long history of UAP/UFO encounters, but very recent incredible reports encased in a culture where reporting such incidents can lead to professional repercussions.

Chief Petty Officer Chief Alexandro Wiggins, provided a firsthand, fascinating account of a "Tic Tac-shaped" object emerging from the ocean (transmedium). The UFO was accompanied by 3 similar objects detected on multiple sensors, including radar, and video was recorded inside CIC using a Star SAFIRE multi-spectral EO/IR system. Wiggins stressed the critical need for "de-stigmatized channels" within the military to allow service members to report UAP encounters without fear of career damage or ridicule. His testimony highlighted the psychological and professional burden placed on those who witness unexplained phenomena.

Former “1N1” geospatial intelligence specialist for the U.S. Air Force, Dylan Borland stated that his professional career was "deliberately obstructed, and I have endured sustained reprisals from government agencies for more than a decade" after disclosing his own UAP experience at Langley Air Force Base in 2012. Such accounts resonate with a broader narrative among UAP proponents who argue that fear of reprisal has long suppressed valuable information.

Unveiling New Footage and Escalating Concerns

One of the most dramatic moments of the hearing came with the public release of new UAP/UFO footage by Rep. Eric Burlison (R-MO). The video purportedly shows a U.S. military drone engaging a high-speed orb off the coast of Yemen in October 2024, with a Hellfire missile reportedly bouncing off the object. While the authenticity and full context of the footage remain subjects of ongoing discussion, its public presentation in a congressional setting marks a significant escalation in the official acknowledgment of UAP encounters.

This footage, alongside expert commentary from investigative journalist George Knapp and additional testimony from U.S. Air Force Veteran Jeffrey Nuccetelli, contributed to a sense of urgency among lawmakers. The implication that UAPs may not only be present but could also be demonstrating advanced capabilities beyond current human understanding, further fueled calls for serious investigation and open disclosure.

Lawmakers on both sides of the aisle emphasized the need for tangible legislative action. The calls included:

• Increased Transparency: Demands for government agencies to declassify and release UAP-related information currently withheld from the public and Congress.

• Ending Over-classification: A push to reform classification protocols that may be unnecessarily shrouding UAP data.

• Strengthened Whistleblower Protections: Proposals for robust legal frameworks to safeguard individuals who come forward with information about UAPs, ensuring they are protected from professional retaliation, harassment, or intimidation.

The hearing served as a powerful signal that UAP/UFOs are no longer a fringe topic relegated to speculative discussions. With compelling eyewitness testimony, new evidence, and a unified congressional push, the movement for UAP/UFO transparency and accountability appears to be gaining unprecedented momentum, moving from the shadows into the mainstream political discourse. I wrote to President Carter to ask him a couple of questions and uh that that's another that's a whole other line is I never got through to him either. I wrote to virtually every NASA astronaut who has ever been associated with this phenomenon and never got a single response from any of them. You'd figure you'd at least get a form letter back and never got anything. I wrote uh I'm very disappointed with the Freedom of Information Act, how effective that is, too, because I didn't get diddly out of that. Wrote to NASA knowing that they had a certain body of information. I asked for all of it. Well, here it is. Here's all of it. And 6 months later, somebody else asks for all of it, and they got a lot bigger pile of all of it than I got. So, I I think, you know, there's very few checks and balances on that. They give you what they want in that system.

Some of the information is very disturbing. Um, it changes the way you view things. It changes the way you look at everything once this once it hits you, what really is going on? And uh I think the government could be right in a sense that that if the story came out in its entirety, if the president went on television and said, "They're here. We can't do anything about it." That it would shake our foundations. It would shake our belief in religion and shake our belief in in government. Maybe people would stop paying their taxes because it would change the way we view everything.

Members were told it was a cover term for an Unacknowledged Special Access Program housed within the executive branch, specifically under the control of the White House. ImCon was supposedly a highly secretive program that relied on artificial intelligence to secretly scour classified servers used by the U.S. military and its intelligence agencies to search for and snatch images of UAP encounters.

A report about ImCon, written by an unknown policy advisor, was provided to Congress by Jeremy Corbell months prior to the start of a 2024 public hearing before a House subcommittee. The anonymous author of the report, who had been surreptitiously introduced to key House members by Corbell, had indicated he was willing to testify if requested to do so. A very curious series of events unfolded at the hearing, but in the end, the source of the Immaculate Constellation report was largely ignored, and the origin of the report itself was grossly distorted by members. A spokesperson for the Pentagon denied that any program by that name had ever existed within the Department of Defense.

Jeremy: Is it ironic you have to put your face out with us to protect yourself at that at this point, that's what we're doing right?

Mathew: Yeah.

Jeremy: That's what we're doing.

Mathew: This is absolutely what I uh did not want to do.

George: You've worked in secret programs you've got clearances you've made oaths that you would keep secrets um let's talk about secrecy and the UAP topic shouldn't it be secret to some degree i mean we have uh there's a race for the technology to try to understand it we have adversary nations who'd love to get it ahead of us why not keep this stuff secret?

Mathew Brown: Well if it was just technology that we are worried about protecting and maintaining a military advantage uh you know there's strong arguments to be made and have successfully been made for decades in this country that the American leadership and American people seem to be finding acceptable to be left in the dark about you know where science technology and their military is taking them this isn't just technology this isn't something somebody came up with in a lab and it's sensitive because once the cats have the bag anybody can do it fundamentally this comes from and is secondary to the what we've been told is the biggest question which is is humanity alone the answer is no uh and the secrecy that has been defended uh is at the cost of in my mind human dignity freedom and progress and it is no longer permissible or acceptable in my mind to uh to continue this course to deprive another generation of not just Americans but humanity of their birthright to know who they are where they came from and what's with us.

George: Could you give us a general description of the size of the secrecy apparatus, you know we're going to drill down into this of course about IMCON [Imacualte Constellation] um in one particular uh facet of the secrecy that you came across and other parts of i,t but how big of a secrecy apparatus is it? How many stove pipes are there? How many people are involved in different ways of keeping this secret, confusing the public, lying to Congress, lying to the world?

Mathew Brown: Simply put it's a parallel reality ... um ... the secrecy apparatus ... uh... is all pervasive. It is not just in the intelligence community governing their world, it's not just in the military protecting their operations, it's not protecting diplomats and leaders as they conduct their work sometimes in very dangerous places. It has been allowed to corrupt and infest every aspect of our society uh to serve the interests and whims of a very elite select few.

George: And it's been used to intimidate threaten destroy the lives of people like yourselves who have been doing their job keeping their oaths trying to protect their country being true to humanity and and have paid prices for it.

During the two-hour segment, I will be discussing testimony provided to me by US Air Force veterans who were involved in UFO-related incidents at nuclear weapons sites over the years. Some of those individuals—former ICBM launch officers—have reported occasions when a UFO temporarily activated their missiles, requiring them to flip an “Inhibit Switch” to disrupt the unauthorized launch countdown sequence. (In 1994, Knapp surreptitiously secured still-classified Soviet Army documents confirming at least one such UFO-caused missile-activation incident in the USSR, in 1982.)

Other retired USAF officers who I’ve interviewed have revealed incidents when their missiles suddenly dropped offline during a UFO incursion, thereby rendering them completely inoperable. In short, UFOs—or UAPs, as the US government now refers to them—have demonstrated a longstanding, widespread, and ongoing surveillance of, and occasional interference with, nuclear weapons.

In the spring of 2023, the Defense Department’s All-domain Anomaly Resolution Office (AARO) interviewed eleven of “my” veterans who I had introduced to the group at AARO Director Sean Kirkpatrick’s request. During the Knapp interview Sunday night I will be discussing what occurred during and following those interactions. Spoiler alert: Ultimately, the veterans were extremely unhappy about the outcome.

The UFOs and Nukes Book and The Secret Pentagon UFO Project

During journalist George Knapp’s November 17, 2023 interview with me—which will appear in a Netflix UFO documentary series later this year—Knapp began by asking me whether I was aware that the late US Senator Harry Reid had read my book, UFOs and Nukes: Extraordinary Encounters at Nuclear Weapons Sites.

I reminded George that he himself had briefly mentioned that fact earlier in the year. Knapp then elaborated, saying that Reid had once told him that revelations contained in the book—regarding UFOs monitoring and even tampering with US nuclear missiles—were one of the reasons the then-powerful Senate Majority Leader had secretly authorized government funding for a covert Pentagon UFO study in 2007. That project ended up being called the Advanced Aerospace Weapon System Applications Program (AAWSAP), which later morphed into the Advanced Aerospace Threat Identification Program (AATIP).

Although a number of factors led to Reid’s decision to fund the secret program, according to AATIP’s former director, retired US Army counterintelligence special agent Luis Elizondo, I must confess that it is rather gratifying to know that my published research apparently contributed to the creation of one of the US Government's formal, if classified, investigations of the UFO phenomenon.

Beginning in 1973, I had sought out and interviewed former or retired US Air Force personnel who had either operated or guarded nuclear weapons, regarding their personal UFO encounters at ICBM launch facilities, missile warhead/bomb storage depots, and other nukes-related sites. My interest in the topic resulted from a UFO radar-tracking incident that I had inadvertently witnessed at Malmstrom AFB, Montana, in 1967, involving mysterious aerial objects maneuvering near missile sites outside of the base.

As of 2023, 167 USAF veterans and other military personnel have gone on-the-record for me and UFOs and Nukes is essentially a compilation of some of those individuals’ tape recorded testimony. Collectively, their revelations about unknown, technologically-advanced observers’ persistent interest in America’s nuclear weapons clearly indicate a potential threat to US national security. Moreover, my investigations unquestionably confirm that the UFO-Nukes Connection is longstanding, widespread and ongoing. Upon reading the book, Senator Reid was understandably concerned by the veterans’ dramatic disclosures and, according to George Knapp, decided that a new, covert investigation of them was warranted.

How the book came to the senator’s attention is rather intriguing. While writing it, in 2005, I had sought the assistance of a physicist when composing a chapter on faster-than-light (FTL) space travel, the assumption being that—should UFOs indeed turn out to be extraterrestrial spacecraft—the entities operating them would likely utilize exotic propulsion modes to travel between their worlds and ours. I emailed several physicists who had written peer-reviewed papers on FTL, to seek their input. The person who ended up working with me was Dr. Harold “Hal” Puthoff. As the public now knows, Puthoff became AATIP’s scientific advisor in 2007.

The first edition of UFOs and Nukes was published in July 2008. At that time, it was only available at my website. In December of that year, Puthoff unexpectedly emailed me and asked that I overnight-ship four copies to him. When I checked into the delivery charge involved, it turned out to be more than a hundred dollars. I quickly wrote back to Puthoff, suggesting that I simply ship the books via US Postal Media Mail, which would take five days, but would be a much cheaper solution. Upon receiving my response, Puthoff immediately called me and said that he had an upcoming meeting with some “movers and shakers in Washington” two days hence, and he wanted to distribute copies of the book to them. At that, I rush-shipped the order.

Years later, when the now-famous bombshell article exposing the existence of AATIP appeared in The New York Times, on December 16, 2017, Hal Puthoff was identified as a member of the secret project. Stunned, I wrote to him shortly thereafter, asking him whether he remembered the overnight-shipping episode in 2008. He confirmed that he did and then told me that AATIP director Lue Elizondo had been one of the recipients of my book.

(In 2021, during a podcast, Elizondo confirmed that AATIP had utilized UFOs and Nukes during its own investigation of nuclear weapons-related UFO activity, and said that I had done “a fantastic job” researching the subject.)

In any case, in 2017, when I asked Puthoff who had received the other three copies of the book during his 2008 meeting with the “movers and shakers”, he declined to answer. Now, given George Knapp’s recent comments to me, I am certain that one of them was US Senator Harry Reid.

Jim Semivan (J): I met John Alexander after the publication of his book. He said involvement in the UAP topic will get you "tarred and feathered." So, I stayed on the sidelines. However, met a group in California, and decided to get out and talk about the subject.

UAP and CIA

G: Were UFOs Discussed at CIA?

J: I was there 30 something years at the CIA. Nothing spoken about at the CIA. No sign on a door. There was a place where Kit Green worked - the "weird desk." UFOs and paranormal. Got to know people in government who worked on it unofficially. No one ever found a "UFO" office.

My wife and I, in 1991/1992 had an experience - pretty traumatic. The day after that happened a guy in deep cover at the agency said he was going to a UFO conference. I explained what happened to me. He wrote down on a piece of paper the details of Vallee's triology of books. I have always been a student of esoteric works. Not into the paranormal. I was taken aback by it all.

I started to nose around - informal. Knew DoD had AAWSAP going on 2007 or 08 or 09. Heard of Lue. Introduced to Lue by Hal Puthoff. Went to Pentagon inner halls - met Lue and deputy and other people. An unofficial relationship.

Personal Experience

G:: What can you say about your wife's and your experience?

J: One reason I don't dicsuss it, is that my wife and I are still being studied by another group of people. Had a classic abduction style thing. Except it was in the bedroom in the middle of the night. Beings show up. Pretty upsetting later on. Physical things that happened to both of us. We have documents for all that. Short experience. Real. My wife is a psychologist. It was not a dream or hypnagogic state. Later on, when I met John in 2014/2015, John interviewed both of us - gave him the data. Couple of people took bloood etc.

G: Ongoing?

J: Not too much later. Last tests about four years ago. Bedroom figures. Miniture version of a messenger.

Discussion on historical role of CIA and UFOs.

UAP and Intelligence Community

G: What about now? Upper echelons of the intelligence community? Possible reactions?

J: Speculating here. Now people in the IC are willing to take it on. We briefed senior people on the topic. They wanted it to be out in the open. It is truely a national security issue. Don't like - the military/government don't own the topic. Phenomenon shows up everywhere. I want to know what the hell it is. Let's take it private.

G: Big picture stuff. Anyone know the full picture?

J: Don't think anyone knows the true picture. Col Kelleher said its a lot more than nuts and bolts. There is a biological side to it - high strangeness and scary. When started TTSA we discussed this. Do we really want to know?

Discussion on quantum mechanics and conciousness.

Russian or Chinese?

G: UAP, orbs, drones etc. You studied Russian and Chinese technology - could they be Russian or Chinese?

J: Absolutely not. ODNI report - read between the lines - here are possibilities but not Russian or Chinese. No terrestrial - other something.

G: What is the general tone in the intelligence community today?

J: Mixed bag. No one wants to go near it. New task force - have to get people together who know a lot about it. Feel sorry for the guys who have to come up with the answers. I understand the miltary's perspective to some point. Need the new UFO org to have senior person in charge or others not going to share information. Congressional members are very interested.

G: TTSA - lofty goals.

J: I first met Tom -Sekret machines. Couple of people came to me and said have you read the book? He had advisors. Who's talking to him? Had an unofficial dinner with Tom. It was apparent he was a smart guy. I guessed who a couple of his advisors were. Next day we had lunch together. Why don't you join my company? He sketched it out. Hal was there. TTSA formed. I met with Lue who said I'm going to resign from DOD. Hooked up with Tom. Tom hired him. Chris Mellon came on board, as did Steve Justice. I was a little worried - sticking our necks out. Military saddled with the problem now. You have to get guys who know stuff already. People with no background are problematic. I did briefings on the side to other agencies. They have to make up for what they dont know. It was one guy 5% of the time, like AATIP.

G: What about crashes?

J: CRADA still in effect. Senior people from the Army visited us. A while later, another group came out. Both groups were impressed. Don't know what end result will be. Recently rearranged TTSA. Our name now is just To the Stars - an entertanment company. Will start up the podcast again.

G: Stories from Vallee and Nolan, stories about entire craft and bodies. Real? Someone has craft and bodies?

J: Let that go. Not going there.

G: CRADA timeline?

J: Don't know. Pieces of Mg-Bi - waveguide - Some say result of some process. You don't have to figure it all out, just get some ideas.

The story of Bob Lazar. You gave me a thumbnail sketch of Lazar. I don't have issues. I believe what he says is accurate. Edward Snowden was a smart kid. The government hired him yet he didn't have any degrees. Shows no sign of deception in interviews.

Phone question from a listener. The hitchhiker effect. Could relate it with hauntings. Could it attach itself to an entity/company/private contractor?

J: If contractor involved with UAP, maybe. I had poltergeist activity in my house for years.

On September 27, 2010, Hastings co-sponsored the “UFOs and Nukes” press conference in Washington D.C., which CNN streamed live. At that event, seven US Air Force veterans discussed their involvement in UFO-related incidents at Minuteman nuclear missile sites, including occasions when the ICBMs malfunctioned just as a disc-shaped object hovered over their launch control facility.

Since 1973, Hastings has interviewed 167 US military veterans regarding their knowledge of such events during the Cold War era and beyond. Interviews with most of those veterans appear in Hastings’ book, UFOs and Nukes: Extraordinary Encounters at Nuclear Weapons Sites. His documentary film on the UFO-Nukes Connection further examines the pattern of UFO activity at US and Soviet missile sites.

Significantly, key individuals associated with the Pentagon’s recently-revealed UFO study group, the Advanced Aerospace Threat Identification Program (AATIP), have confirmed the link between UFOs and our nukes. Former US Senator Harry Reid, whose behind-the-scenes efforts resulted in AATIP’s creation, has stated that large numbers of American ICBMs have been “disabled” at various Air Force missile bases over the years, something confirmed by former AATIP director Luis Elizondo.
