while on duty in the ship’s Combat Information Center (CIC) observed “unknown objects” on their screens that appeared to emerge from the ocean.

Wanting to see the objects with his own eyes, he went on deck and verified what he observed on his radar screen. In an interview with filmmaker, Jeremy Corbell, he stated, “To my surprise, which is something I’ve never witnessed, was a light I noticed on the horizon, it looked as if it were surfacing out of the water and going up.” He quickly returned to the CIC and took a closer look using the SAFIRE System (a thermal sensor) and discovered that the thermal imaging system had picked up not one, but several tic tac–shaped objects.

As Wiggins later described, an initial object was soon joined by a second, and when his team zoomed out for a broader view, they discovered a total of four objects in close proximity. These craft then made a rapid, simultaneous departure towards the northeast, moving with a speed that defied conventional explanation.

The incident, which strongly echoes the infamous Tic Tac encounter from 2004, has reignited public and official interest in UAP sightings, particularly as new Congressional hearings urge witnesses to come forward.

Wiggins, who is also connected to Las Vegas by way of his personal past shared his account after seeing circulating footage.

The video of the sighting was later discussed on a podcast hosted by documentary filmmaker Jeremy Corbell (see below) adding another layer to what many see as an unfolding mystery involving potentially advanced aerial technology or phenomena that challenge current scientific understanding.

Annual Report on Unidentified Anomalous Phenomena (UAP / UFO) – Oct. 2023

"Unidentified Anomalous Phenomenon (UAP): Sources of anomalous detections in one or more domain (i.e., airborne, seaborne, spaceborne, and/or transmedium) that are not yet attributable to known actors and that demonstrate behaviors that are not readily understood by sensors or observers. 'Anomalous detections' include but are not limited to phenomena that demonstrate apparent capabilities or material that exceed known performance envelopes. A UAP may consist of one or more unidentified anomalous objects and may persist over an extended period of time."

I. EXECUTIVE SUMMARY

This report is provided by the Department of Defense (DoD) and the Office of the Director of National Intelligence (ODNI) in response to a requirement established in the National Defense

Authorization Act (NDAA) for Fiscal Year (FY) 2022, Section 1683 (h), as amended by Section 6802(k) of the FY 2023 NDAA (as codified at 50 U.S.C. § 3373).

The report covers unidentified anomalous phenomena (UAP) reports from 31 August 2022 to 30 April 2023, and all UAP reports from any previous time periods that were not included in an earlier report. The All-domain Anomaly Resolution Office (AARO) received a total of 291 UAP reports during this period, consisting of 274 that occurred during this period and another 17 that occurred during previous reporting periods from 2019-2022, but had not been conveyed inprevious submissions.

Reporting from this period continues to depict a strong but shifting collection bias. Most reports still reflect a bias towards restricted military airspace, a result of reporting from military personnel and sensors present in such areas. This bias has been lessened by reporting from commercial pilots showing a more diverse geographic distribution of UAP sightings across the United States. However, these reports mostly cover observations over U.S. airspace and littoral waters, and therefore, as these reports continue to come in, a U.S.-centric collection bias will grow significantly relative to the rest of the world.

During the reporting period, AARO received no reports indicating UAP sightings have been associated with any adverse health effects. However, many reports from military witnesses do present potential safety of flight concerns, and there are some cases where reported UAP have potentially exhibited one or more concerning performance characteristics such as high-speed travel or unusual maneuverability. AARO has de-conflicted these cases with potential U.S. programs and continues to work closely with its DoD and Intelligence Community (IC) mission partners to identify and attribute any objects found in these cases. Additionally, AARO continues to investigate and research all cases in its holdings.

While the mere presence of UAP in the airspace represents a potential hazard to flight safety, none of these reports suggest the UAP maneuvered to an unsafe proximity to civil or military aircraft, positioned themselves in flight paths, or otherwise posed a direct threat to the flight safety of the observing aircraft. Although none of these UAP reports have been positively attributed to foreign activities, these cases continue to be investigated.

AARQO continues to make progress receiving, standardizing, analyzing, and resolving reports of UAP; working with military and technical partners to improve sensor placement and calibration to better collect against UAP; to elevate the quality of reporting; and to provide risk reduction for improved domain awareness.

While this progress is facilitating collection and analysis of the UAP problem set, the continued volume and unidentified nature of most UAP is a direct consequence of gaps in domain awareness. These gaps are the direct result of insufficient data secured by radar, electro- optical (EO)/infrared (IR) sensors; the presence of sensor artifacts, such as IR flare; and optical effects, such as parallax, that can cause observational misperceptions. Based on the ability to resolve cases to date, with an increase in the quality of data secured, the unidentified and purported anomalous nature of most UAP will likely resolve to ordinary phenomena and significantly reduce the amount of UAP case submissions.

Subcommittee on National Security, the Border, and Foreign Affairs Chairman Rep. Glenn Grothman (R-Wis.) examined the lack of training and internal reporting systems for military service members and commercial pilots to report and assess UAP information.

Rep. Grothman: “Do feel adequately trained and briefed on how to handle encounters with UAPs?”

Mr. Graves: “No. Right now military witnesses to UAP have limited options for reporting UAP. But more concerning is that the commercial airline aviation sector has not adapted to the lessons that the military has implemented. The military and DOD have stated that UAP represent a critical aviation safety risk, we have not seen that same language used being used in the commercial markets. They are not acknowledging this risk.”

Rep. Grothman: “What steps do you think need to be taken to improve pilots’ UAP reporting?”

Mr. Graves: “Right now we need a system where pilots can report without fear of losing their jobs. There is a fear that the stigma of being associated with this topic is going to lead to professional repercussions, either through management or perhaps through merely physical check. Having a secure system and reducing the stigma, and making this information available to the public is going to reduce the concerns that air crew have.”

Rep. Tim Burchett (R-Tenn.) discussed how the DOD spends massive sums of taxpayer dollars while continuously failing audits yet refuses to share UAP findings with the public.

Rep. Burchett: “We audit the Pentagon every year and I’ve been here five years and they failed the damn thing every year. They lose over a billion dollars a year, we think, and I’ve been the Department of Defense maybe 60% of their assets are unaccounted for or whatever the heck that means. In the public sector you go to jail for that kind of crap.”

Rep. Anna Paulina Luna (R-Fla.) highlighted how the stigma around UAPs has caused pilots who report their encounters to experience draconian consequences from officials within U.S. National Security space.

Rep. Luna: “In the last couple of years, have you had incidences that have caused you to be in fear for your life for addressing these issues?”

Mr. Grusch: “Yes, personally.”

Rep. Luna: “I just want everyone to know not that he’s coming forward in fear of his life to put in perspective if there were really not scared about this information, why would someone be intimidated like that?”

Rep. Nancy Mace (R-S.C.) discussed the significant levels of underreporting of UAP due to pilots being fearful of retaliation, leading to a loss of potentially valuable national security intelligence gathering.

Rep. Mace: “What percentage of UAP sightings in your belief go unreported by our pilots?” Mr. Graves: “This is an approximation based off of my personal experience speaking with a number of pilots, but I would estimate we are somewhere near five percent reported.” Rep. Mace: “So 95 percent basically don’t report seeing UAP?” Mr. Graves: “That’s my personal estimate.”

The SCU commends Senators Kirsten Gillibrand (D-NY), Jacky Rosen (D-NV), and Joni Ernst (R-IA) of the US Senate Committee on Armed Services, Subcommittee on Emerging Threats and Capabilities (SASCSETC), and Dr. Kirkpatrick, Director of the All-domain Anomaly Resolution Office (AARO), on their informative public hearing on UAP held April 19, 2023.

The hearing described a rigorous approach toward collecting and resolving military UAP reports. It also contained the first public release by the US government of a set of factual data on shapes, altitudes, and hotspots, as well as radar, radio, and thermal IR characteristics, of UAP reported between 1996-2023. Encouragingly, the listed attributes from these classified military reports are consistent with typical characteristics gleaned from large, non-classified databases of UAP witness reports.

SCU’s subject matter experts see Dr. Kirkpatrick and his team taking the proper steps in three essential areas of the endeavor: careful UAP case triage methods, the skillful use of both intelligence and scientific teams, and technically detailed case study, as presented in the video analysis during the open hearing. This approach is critical to resolving UAP reports into the categories of insufficient data, prosaic phenomena, potential adversary craft, and the truly unknown.

As a research priority, SCU urges AARO to release information on the characteristics of objects that reflect a kinematic capability beyond currently known technologies. Such incidents have been reported repeatedly over the last 70 years; the 2004 Nimitz incident is only a recent example. These are a critical class of UAP reports that will help academic researchers to seek, and reasonably expect to receive, funding for their unclassified work through NSF, NASA, DoD, or even AARO.

On Wednesday, January 3, residents of Rostov-on-Don observed an unusual phenomenon - here and there in the sky something flashed. "Tsargrad Rostov-on-Don" figured out what kind of outbreaks were over the city on January 3. We collected the most complete information about this incident.

In social networks, several photos and videos of an unusual object over Rostov appeared last Wednesday. Judging by the footage, shells were fired from the ground, knocking down a certain target in the sky. Moreover, the loud sound of the explosion at about 22.08 was heard twice with an interval of several minutes. The cameras recorded a bright flash, from which for a couple of seconds the pitch darkness lit up with a bright light. Witnesses of the incident were both Rostovites living in the northern and western parts of the city, and residents of the Myasnikovsky district of the Rostov region. The sound wave was so strong that the walls of the houses were shaking.

What could it be?

Immediately after the incident, several versions of an unusual object appeared over the capital of the Rostov region. Unofficial sources said about the work of air defense. A number of Telegram channels said that Rostovites witnessed the launch from the Iskander tactical missile system. Recall that these weapons are designed to defeat moving and stationary targets, for example, enemy firepower and air defense, command posts, communication centers, and the concentration of troops. Moreover, both conventional and thermonuclear warheads are used. There were also versions in favor of the fact that what was seen was some kind of weather anomaly. And also a number of Rostovites did not believe in the version of air defense and said that the explosions heard were the sounds of fireworks and fireworks on the occasion of the New Year holidays. By the way, not all residents of Rostov-on-Don heard and saw flashes and explosions in the sky. For example, in Alexandrovka (the district is located in the eastern part of the city), many did not even know about what was happening.

Official comments

After two hours of ignorance and various assumptions, Rostovites finally received an official comment from the authorities. Around midnight on January 3, Governor Golubev said the situation was under control. However, he did not report details about the emergency.

The situation in the Rostov Region remains stable and under control. I ask all residents to remain calm, not succumbing to panic Golubev said. There were no further explanations from the head of the region at night.

Until the morning, excited Rostovites wondered in the comments under the post of the governor what it was. And only by 11.00 am on January 4, Golubev reported the details.

Updated information about what happened the day before. Yesterday, at about 10 p.m., the air defense system worked 7 km from the village of Sultan Sala in the Myasnikovsky district. At an altitude of 2.5 km, a small-sized object in the shape of a ball was discovered, which flew freely in the wind. It was decided to liquidate it.

The governor explained. He also urged everyone to remain calm and assured that all forces and means were involved to ensure security - the sky is covered with air defense systems.

Rostov residents in the comments thanked the governor for the explanations. However, not without ironic comments.
