Dr David Clarke     The facts about some of Britain’s best-known UFO mysteries are revealed in the sixth collection of ‘X-files’ released by Britain’s National Archives.

At the TNA's UFO website you can download all the files - free of charge for the first month - along with a highlights guide and updated background briefing. As the TNA's consultant for the release programme, I have recorded a special podcast with journalist Clare Jenkins, available as a download, where I discuss some of the more quirky stories included in this tranche.

The release includes 18 files containing 5000 pages of correspondence and Parliamentary briefings created by the Ministry of Defence between 1995 and 2000. The documents provide a unique historical snapshot of the extraordinary beliefs, legends and rumours that were held and spread by UFOlogists around the time of the 50th anniversary of the birth of the subject in 1997.These files contain hundreds of letters addressed to the MoD and politicians that cover every conceivable rumour circulating just before the millennium: UFO crashes, alien abductions, animal mutilations, demonic entities, crop circles, remote viewing, mind-control and government conspiracies.

By contrast, alongside this feast of weirdness are the MoD’s increasingly exasperated attempts to pour cold water on topics they regarded as irrelevant at best and a nuisance at worst. But they could not stem the flood of correspondence that led to a doubling of the UFO desk’s workload. During 1996 – the year before the Roswell anniversary – the MoD received 609 UFO reports, 343 letters from the public and 22 inquiries from MPs.

The files demonstrate how far official policy towards UFOs changed after the end of the Cold War. Back in 1950s the Government really was concerned by a spate of incidents involving unidentified objects tracked by radars and on occasion aircraft were scrambled to investigate them. Possibly the best known example is the famous RAF Bentwaters-Lakenheath incident of 1956.

As a direct result the subject of “aerial phenomena” appeared on the agenda of the Joint Intelligence Committee (JIC), at Whitehall. One set of the JIC papers from 1957 are included in this release and they reveal the Air Ministry could not explain four incidents involving UFOs on radar (see DEFE 24/2013, pgs 257-60).

But in 1996 Don Valley MP Martin Redmond tabled a Parliamentary Question that asked how many times RAF aircraft had been scrambled to investigate UFOs. The background briefing given by the RAF is in my view one of the most interesting documents in this release (you can see the original papers in DEFE 24/1983, pages 53 and 40-48).

This document reveals that before 1991 – which saw the collapse of the Soviet Union – RAF aircraft were scrambled on average 200 times every year to investigate unidentified objects seen by UK air defence radars. The vast majority of these were identified as Soviet reconnaissance aircraft probing NATO defences in the North Atlantic. But after the fall of the Berlin Wall the frequency of these scrambles reduced to zero. There were none recorded between September 1991 and the summer of 1996 when Redmond tabled his question in the Commons.

Contrast that zero figure with the number of UFO reports made by members of the public and logged by the MoD during exactly the same period. Between 1991 and 1996 there were almost 1200 sightings recorded. Few, if any were corroborated by a radar contact and just a handful were investigated in any depth – mainly as a result of pressure from MPs or the media.

Since 1959 the subject of UFOs has never reappeared on the agenda of the Joint Intelligence Committee. This is a sure sign that the subject is now regarded as of no consequence to the military and intelligence services in Britain at least.

What all this indicates to me is that by the 50th anniversary of the UFO industry in 1997, the British Government was no longer interested in UFOs as a defence problem. By then they saw it purely as a public relations issue. Each year they received hundreds of reports from the public but none that contained any evidence of a threat to the defence of the UK. The inevitable consequence of that change in policy was the closure of the MoD’s UFO hotline at the end of last year.

KEY HIGHLIGHTS FROM THE FILES

RAF Rudloe Manor features heavily in the files as the obsessive focus of UFO conspiracy rumours during the 1990s (see for example DEFE 24/1978, 1982, 1993 and 2004). Some UFOlogists became so convinced the government was hiding wreckage of crashed flying saucers that attempts were made to break into the facility. Other stories spread that a secret MoD ‘Men In Black’ unit was based at Rudloe that investigated close encounters and conducted secret research. But as the MoD’s Kerry Philpott pointed out to letter-writers, Rudloe was at that time the HQ for the RAF’s Flying Complaints Flight who are responsible for investigating reports of ‘low flying aircraft.’ Inevitably some UFO reports ended up in the RAF’s low-flying inbox at Rudloe Manor. But these were simply collected, put in an envelope and sent to the MoD’s UFO desk in London for follow-up. Quite how this plain fact became transformed into stories about spacecraft and aliens hidden in secret tunnels remains the real mystery.

Berwyn Mountains incident. DEFE 24/2045 contains copies of official papers from 1974 that discuss the Berwyn Mountains UFO ‘crash’ in North Wales. This story was resurrected by UFOlogists at the time of the 50th anniversary and quickly became transformed into Britain’s answer to the Roswell incident. But the contemporary records reveal a far less sensational story. MoD received just five reports describing bright fireballs falling to earth, but none of these came from Wales. On the same night, villagers living near the mountains called emergency services to report “a brilliant ball of light apparently coming down over the hills, accompanied by a flash and an immense bang.” A search of the hills by a RAF rescue team found no sign of any impact and astronomers quickly identified the fireballs as part of a meteor shower. Shortly afterwards the British Geological Survey identified the “immense bang” as an earth tremor originating on the Bala faultline. The complex Berwyn case is the subject of a book, UFO Down, by FT writer Andy Roberts, published this month by the CFZ.

Winston Churchill 'foo-fighter' incident. DEFE 24/2013 contains a letter sent to the MoD in 1999 that claims Winston Churchill ordered a cover-up of a wartime UFO sighting by the crew of a RAF reconnaissance aircraft over the English coastline. The letter-writer says he heard the story second-hand via his grandfather, who claimed to have been present at a secret meeting between Churchill and Eisenhower when the incident was discussed, in the later stages of the war. Although merely an anecdote, there may be a grain of truth in the story. Winston Churchill's interest in unexplained aerial phenomena dates back to 1912. As First Lord of the Admiralty, he answered questions in the Commons following sightings of a "phantom airship" over the naval base at Sheerness in Essex. Again in 1952 he wrote his famous memo to the Air Ministry demanding to know the truth about flying saucers following a flap of sightings over Washington DC. In 1999 the MoD were sufficiently interested by the contents of the letter they received to check wartime cabinet minutes. Although no written record of the wartime meeting appears to survive, Air Ministry files from 1942-45 do contain accounts of mysterious sightings reported by aircrew - including RAF Bomber Command. Air Ministry classified these reports as "night phenomena" and "balls of fire" and believed some were caused by German secret weapons such as the Me262 jet fighter. United States Army Air Force aircrew called them "foo fighters". See my review of Keith Chester's book for more details of WW2 UFO sightings.

Mystery object caught on film during launch of Blue Streak rocket, Australia, 1964. DEFE 24/1983 contains the MoD’s reaction to claims made by UFO writer Jenny Randles in a 1996 documentary shown on BBC2, summarized here. When MP John Fraser asked about a “missing” can of film that was said to show a mysterious “spaceman” during a Blue Streak rocket launch at Woomera, desk officers were forced to reopen archived files from 1964. Inquiries discovered copies of the "missing" Woomera film were held by the Imperial War Museum and had been widely circulated by the media at the time. The contemporary papers show that British Pathe, who distributed the film, identified the 'object' (not a spaceman) as "an internal camera reflection."

Persistent Correspondents. While some UFO legends do have a factual basis, the files expose others as based entirely on rumour and gossip or, like the ‘alien autopsy’, as hoaxes. Nevertheless, some persistent letter writers who believed these legends targeted Prime Ministers John Major and Tony Blair with demands for confirmation the Government had proof aliens really had landed in the UK. One asked Blair if he could confirm that films and TV shows like The X-Files and Independence Day were part of “a strategy by Western governments to prepare the population for the admission that there has indeed been contact from aliens, extraterrestrials, trans-dimensionals and/or time travellers.” Another made a 100-1 bet with bookmakers Ladbrokes that “aliens would be found on earth dead or alive before the end of the century”. After reading about the Roswell incident and the ‘alien autopsy’ he approached the government during 1999 for evidence to support his claim when Ladbrokes refused to pay out. Unfortunately for him, the MoD said they were open-minded about extraterrestrial life but had no evidence of its existence (DEFE 24/2012).

Nick Pope. The former MoD 'UFO' desk officer proclaimed his belief in UFOs in 1995 and published a book, Open Skies Closed Minds, that was cleared for publication in the following year. Pope's book and his media interviews generated a number of questions both from MPs and members of the public. In response MoD said his views were his own opinions and did not reflect or represent that of MoD. But the media publicity surrounding its publication added to the workload of his successor Kerry Philpott who told inquirers Sec(AS) was "not a strange phenomena section" of MoD. She said Pope worked in a junior management grade "but neither he nor indeed am I the head of any 'UFO' section" (see DEFE 24/1983). The MoD have redacted a number of references to Pope’s activities in these files but in 1996 David Alton MP was told that media coverage "tended to exaggerate the MoD interest in UFO matters and the role of the post" (DEFE 24/1983).

In 1999 Scottish UFOlogist James Easton in his "An Open Letter" addressed to Pope, posed a series of questions to the MoD. These included: "What were his main duties? Approximately how much time was spent on 'UFO'-related investigations? and 'have the MoD ever, as Pope states, investigated to any significant extent a single case where a 'crop circle', 'alien abduction' or 'animal mutilation' has been reported and if so, what was the outcome?'

UFO desk officer, Gaynor South, responded on 29 September 1999:
“The main duties of the post concern non-operational RAF activities overseas and diplomatic clearance policy for military flights abroad. A small percentage of time is spent dealing with reports from the public about alleged ‘UFO’ sightings and associated public correspondence. The MoD has not investigated a claim of alien abduction, crop circle formations or animal mutilation.” (DEFE 24/1978)

Former State House Representative McElroy Does Q & A With Veteran Researcher, Larry Bryant Re His Announcement of Alien Presence & Ike Briefing Doc

Larry Bryant Recently, a UFOlogical colleague of mine - let's call him Carl - e-mailed me with this plaintive response to the ongoing saga of former New Hampshire state House representative Henry W. McElroy, Jr. (see Items 2.62 and 2.67): "I'd feel better about his credibility if he would sit for a no-holds-barred Q. & A. with the media - or, at the very least, over the web, maybe on CTC [Coast-to-Coast AM's syndicated, late-night radio program] or some such show taking calls. In the world of UFOlogy, little is as it seems."

You'll of course find echoes of Carl's sentiment among some other veteran researchers grown weary (and leery) of UFO history's crying-wolf insiders ranging from the late Bill Cooper to the so-called Project SERPO proponents. At this point, it seems that the only recourse we have is to keep asking questions (and questioning the answers). Fair enough, Mr. McElroy - right?

Accordingly, at McElroy's invitation via his intermediary, I recently e-mailed him a list of six questions. Below, I'm posting his answers, along with my pertinent comments in brackets. I leave it to you as to how to rate his account thus far on, say, a scale of 1 to 10 (1 being the highest level of credibility for such a piece of testimonial evidence; and 10 signifying the least acceptable piece).

THE QUESTIONS, THE ANSWERS, AND MY COMMENTS

LB: (1) What percentage of confidence do you have that the Ike UFO-E.T. "brief" you'd observed while on duty at the New Hampshire state House of Representatives circa 2003 was an official government document?

HM: 100%
[Note that, for whatever reason, McElroy foregoes this opportunity to give us a detailed rationale for his certitude.]
LB: (2) If a U. S. congressional committee were to hold a series of open hearings on the matter of UFO-E.T. reality, would you be willing to testify, under oath, before that committee?

HM: No.
[Again no explanation offered. Does this absence mean he also would resist a SUBPOENA compelling his delivery of testimony before said committee? How many of the other witnesses to the same document back in the N. H. legislature in 2003-04 also would resist compliance with the subpoena? Are they now putting their heads together to form a bloc of resistance to further exposure of the "brief"?]
LB: (3) During your inspection of the "brief," did you notice any security classification stamped/imprinted thereon (e.g., SECRET)? What kind of federal security clearance (if any) did you possess (and why) as a member of the N. H. House's Committee on State-Federal Relations and Veterans Affairs?

HM: My memory serves me that it was an official Memorandum to President Eisenhower. I do not remember the presence or absence of any security stamps. No federal security clearance required.
[I suppose I should've asked (as some persons now are asking): Why didn't he photocopy the document in question for later analysis/preservation/dissemination? Also: would he now be willing to undergo a polygraph exam as to the veracity of his account? (Such examination remains customary among certain federal agencies charged with monitoring the associations and conduct of their sensitively assigned personnel.)]
LB: (4) Would you be willing to be interviewed by such renowned radio-talk show hosts as Jerry Pippin (of http://www.jerrypippin.com ) as to your pre-representative education/employment background and as to your motivation, timing, methodology, and prospects for this smoking-gun disclosure of UFO-E.T. reality? (Please explain your answer.)

HM: No. I have nothing more to say on this topic that can’t be gleaned from viewing of the video, the script, and President Eisenhower’s 1961 Farewell Speech. Insightful studies should also be done of what has gone on before us. This would include, but not [be] limited to, what a host of our own American, earth-based Astronauts have said about the existence of off-world Astronauts. Then, integrate this with what twelve other sovereign countries have released in their extraterrestrial (off-world) Astronaut-related files.
[Another missed opportunity to clarify and solidify the public record here - and to put his account into palatable perspective from the point of view of its human-interest value.]
LB: (5) If you could redo any aspect of your pivotal disclosure effort, what would that be - and why ?

HM: No “redo” required.
[Perhaps he needs more time to ponder this question.]
LB: (6) What suggestions do you have as to how certain UFO-E.T. researchers worldwide can help determine the document's whereabouts and investigate its authenticity/provenience?

HM: I do not want to be so presumptive as to suggest that such a distinguished body of researchers on this topic do anything. One last point is that we are speaking of the fact that “Truth Will Come Out.” This reminds me of the following quote which I remember from a story which went something like this: The noises around us make it hard to hear. But the human voice is different from other sounds. It can be heard over noises that bury everything else. Even if it’s just a whisper . . . when it’s telling the truth.
[By this critique, I mean not to disparage Mr. McElroy's integrity, record of public service, or passion for UFO-E.T. truth. With his testimony, we stand at a crossroads, wondering which way to turn in what seems to be an eternal, thankless quest in the public interest. Thank, YOU, sir, for trying to plant a beacon for us.]

McElroy's Extraterrestrial Presence Pronouncement: Behind the Story and How It Began

Rarely does a citizen have the opportunity to reach a span of humanity in such a way, that avoided the mainstream media and a swarm of hype and illusion. But, it appeared that I had been given the ominous task of introducing one man to the public, before that happened. The internet has been used for various reasons, one of those reasons being freedom. With that in mind, I had elected to use this tool to give the public first-hand information, without a hidden agenda, in order to give each human being the opportunity to make their own decision about a matter which, for some, had yet to be decided.

     I would like the reader to know how the conversation ensued, in which I was enlightened to the fact that any brief, whatsoever, even existed concerning President Eisenhower, and an invitation to meet with extraterrestrials. I was only vaguely familiar with this rumor, and was rather shocked to find out that it was, indeed, true.

We were sitting in an elegant room, discussing an unrelated topic. He and I had met rather by coincidence, and had enjoyed each other’s company. I had no idea who he was, as he hadn’t told me anything but his first name. But, because we seemed to gravitate to each other in a general sense, we decided to have a cup of coffee. Matter of fact, I do believe he offered it. I thought he was very kind to make such an offer, so I accepted.

We were discussing the subject of a certain children’s book which spanned an area which related to astronomy. And, because we had become rather friendly in our rapport, I simply asked him if he had considered that there might be life in other galaxies.

(I didn’t consider this to be out-of-line, because I commonly ask this question of people I meet. I enjoy hearing various viewpoints on this topic, as I have been asking it for years. Perhaps I am simply looking for progress in evolution. Or, simply because I’m curious about humans and their traditions and cultures.)

After I asked Rep. McElroy about his viewpoint concerning life in other galaxies, which was considerably off-topic for the conversation we were having, he paused slightly. His head turned sideways, and he proceeded to make a statement that spurred my interest immediately.

“Of course, there’s life in other galaxies,” he said. “I saw that brief to Eisenhower, when I was in office.”

“Excuse me?” I said. “What brief are you talking about?”

“The brief. To Eisenhower. Telling him that they wanted to have a meeting with him,” he said.

“Who wanted to have a meeting with him?” I said, not really understanding where this conversation was going.

“Extraterrestrials,” he said. “They were here. During the fifties. I saw the brief to Eisenhower, telling him that they wanted to meet with him.”

I sat there, stunned. I was sure that this document hadn’t been shared with the public, and felt that he needed to come forward, and tell the nation the truth. People’s lives had been ruined since Roswell. Credibility of honest men and women had been questioned for decades when it came to this topic. Within this man’s memory, of seeing this document, was a means of vindicating those who have attempted, so many times, to come forward with their accounts – only to be shunned and mocked by skeptics.

The next day, my husband and I began to research the internet for anything similar to what Rep. McElroy might have seen. It was suggested that we look at the MJ-12 documents, but found nothing that appeared to be a brief to Eisenhower. So, I decided to forward them to Rep. McElroy. I asked him to make sure he hadn’t mistaken one of these documents as being the brief he saw while in office.

“Do these look familiar to you?” I asked. “Could this be what you saw?”

“No,” he said. “I’ve looked at these several times over the past few days. This is not what I saw while I was in office.”

“Would you be willing to make a statement to the American people about what you saw while you were in office?” I said.

He paused for a moment, while I waited. And, while that moment was only a moment, it seemed to last much longer.

“Yes,” he said. “I will do that.”

Hello, I’m speaking with you from Fort Monroe, Virginia. We’re also known as The Gateway to Freedom.

We sit right next to a little town called Phoebus, Virginia. Interestingly, they call themselves The Gateway to the New World.

Phoebus sits inside of Hampton, Virginia whose motto is "First from the Sea, First to the Stars."

My name is Henry McElroy, Jr. a retiring, former State Representative from New Hampshire. Thank you for your attention to this brief message concerning the world’s interaction with both earth-based, and off-world astronauts.

The reason I am making this announcement is in the hopes of encouraging better perspective to all who explore the universe. Therefore, as a result, making a more valuable contribution to humanity, for the benefit of all faiths, all races and all nations.

Another reason I am here today is because I believe in the *foundational wisdom of our nation, which was laid down by our founding fathers and because we know that highly advanced knowledge and information can assist human beings in solving various problems both in current times, and in our future.

When I was in the New Hampshire State Legislature, I served on the State Federal Relations and Veterans Affairs committee. It was, apparently, important that as a Representative of the Sovereign People who had elected me to this Honorable Office, that I be updated on a large number of topics related to the affairs of our People, and our Nation. As I understood it, some of those ongoing topics had been examined and categorized as Federal, State, Local development, and security matters. These documents related to various topics some of which spanned decades of our nation’s history. One of those recurring topics is the reason I am addressing you this evening.

I would like to submit to our nation my personal testimony of one document related to one of these ongoing topics which I saw while in office, serving on the State Federal Relations and Veterans Affairs Committee.

The document I saw was an official brief to President Eisenhower. To the best of my memory this brief was pervaded with a sense of hope, and it informed President Eisenhower of the continued presence of extraterrestrial beings here in the United States of America.

The brief seemed to indicate that a meeting between the President and some of these visitors could be arranged as appropriate if desired.

The tone of the brief indicated to me that there was no need for concern, since these visitors were in no way, causing any harm, or had any intentions, whatsoever, of causing any disruption then, or in the future.

While I can’t verify the times or places or that any meeting or meetings occurred directly between Eisenhower and these visitors – - because of his optimism in his farewell address in 1961, I personally believe that Eisenhower did, indeed, meet with these extraterrestrial, off world astronauts.

I hope my personal testimony will aid the nation in its quest for continued enlightenment. I am honored to follow in the footsteps of those who have come forward with their personal testimonies – those who deserve the admiration of the American people for sharing their accounts publicly, in an effort to elevate our knowledge to a higher understanding of our existence.

DEEP SECRETS OF A UFO THINK TANK EXPOSED!

     Since the 1940's the U.S. government has quietly engaged one of its key defense and intelligence agency contractors as a secret UFO "think tank." New investigation reveals that the esteemed RAND Corporation is a "think tank" that has given far more than "passing thought" to things extraterrestrial.

RAND's hidden history of UFO involvement has been discovered to include work in policy analysis; evaluation of evidence and in advising on the potential technological advantages achieved from UFO study. Telling connections have also been found between RAND and the Roswell crash event of 1947.

WHO IS RAND?

RAND Corporation was established in 1946 by the U.S Army Air Force as Project RAND ( for Research ANd Development) and is today registered as a nonprofit organization. It is funded through government contracts, university collaborators and by "private donors." RAND's primary agency clients include the CIA and DARPA (Defense Advanced Research Projects Agency.)

Headquartered in Santa Monica, CA the think tank maintains branches worldwide. RAND's stated mission is to "help to improve policy and decision making through objective research and analysis." Its work is officially conducted "for the public welfare and security of the United States of America."

Over 30 Nobel Prize winners have been employed by RAND. From physics to economics, the 2000 person think tank provides high-level information and evaluation to the U.S. government. Deeper review shows that RAND has conducted studies in such areas as weapons development, intelligence gathering and analysis and the design of sensitive underground installations for the USAF.

Far more concealed is RAND's intimate involvement in highly classified UFO study for the U.S. government:

RAND'S FOUNDERS HELD THE SECRET OF THE SAUCERS

From its very inception, the men of RAND knew much about saucers.

RAND was conceived by Donald Douglas, CEO of Douglas Aircraft (and a protege of Dr. Jerome Hunsaker at MIT) along with two military officer luminaries. These officers carried with them significant "UFO histories." The officers behind RAND were Major General Curtis LeMay (the US Air Force's Chief of Development) and General Hap Arnold (considered the "father" of the modern U.S. Air Force.)

In May of 1948 RAND was separated from Douglas Aircraft and became its own operating entity. Among RAND's earliest government reports was the release of the enigmatically titled, "Preliminary Design of an Experimental World-Circling Spaceship."

Curtis LemayLeMay expressed deep interest and concern about the flying saucer phenomena. More than this, LeMay himself was a keeper of the purported 1947 Roswell UFO crash debris.

This was revealed in a stunningly candid interview with the late U.S. Senator Barry Goldwater. Goldwater (a former U.S. Presidential Candidate, Major General and Command Pilot) was General LeMay's professional associate and close friend. LeMay's UFO involvement was related by Goldwater in a live worldwide broadcast with CNN's Larry King in 1994. The USAF had just issued its report that debunked the Roswell crash of 1947 as a Mogul balloon. Goldwater (who died just a few years later) informed King that he knew the truth to be far different.

He knew this, he explained, because in the 1960's he had approached LeMay about the crashed UFO issue. Goldwater -who no doubt himself held the highest security clearances- told Larry King:

"I think at Wright-Patterson, if you could get into certain places, you'll find what the Air Force and the government knows about UFOs. Reportedly, a spaceship landed. It was all hushed up. I called Curtis LeMay and I said, 'General, I know we have a room at Wright Patterson where you put all of this secret stuff. Could I go in there? I've never heard General LeMay get mad, but he got madder than hell at me, cussed me out and said, 'Don't ever ask me that question again!" Goldwater never did.

LeMay was very well-acquainted with Roswell Army Air Field Base Commander Butch Blanchard. Blanchard oversaw the base at the time of the Roswell crash event in 1947. It is believed that Blanchard helped issue the original press release on the crash- which prompted the famous resulting headline "RAAF Captures Flying Saucer on Ranch in Roswell Region." Blanchard's former wife and daughter Dale say that he was highly affected and visibly upset by the event. He repeated only, "those Russians have some amazing things." Roswell mayor William Brainerd says that Blanchard told him, "What I saw was the damndest thing I've ever seen!" To Art McQuiddy -editor of the Roswell Morning Dispatch in 1947- Blanchard said when questioned, "I'll tell you this and nothing more- the stuff I saw I'd never seen anyplace else in my life."

Pilot Ben Games related in interviews (with this author and to reporter Billy Cox) that he had flown General Laurence Craigie (Director of the Air Force's R&D) to Roswell Army Air Field after the Roswell crash. Games said that General Curtis LeMay (the Air Force's Chief of Development) was well aware of Craigie's flight- and that LeMay and Craigie were in close contact about the event.

In LeMay's 1965 biography "Mission with LeMay" he speaks sparingly about the UFO subject. LeMay of course discounts that there is a government coverup about UFOs. But he belies this with a brief and telling statement found later in the biography, "There is not a question about it: these were things which we could not tie in with any natural phenomena known to our investigators."

Hap ArnoldAs early as 1943 this fabled Five Star General of two units of military service was investigating unidentified flying objects.

Found in Box 166 of General Arnold's papers (at AFHRC, Maxwell AFB) is detailed analysis from 1943 that assessed a number of sightings of "small, luminous, silvery discs" reported by B-17 pilots. "Foo fighters" were an anomalous aerial "ball-of-light" phenomena reported and photographed by pilots during combat in Europe in the 1940s. Hap Arnold was intimately involved in the study of the baffling phenomena.

In November of 1945, an Adjutant from Hap Arnold's office delivered a packet of sealed documents that related to analysis of the mysterious "foo fighters" to Arnold's friend, Jo Chamberlin of the American Legion Magazine. In a 1991 interview with researcher Jeffrey A. Lindell (of the Indiana Folklore Institute and a USAF retired Electronic Warfare Systems Analyst) Chamberlin said that he retained these foo fighter documents from Arnold and had never opened them after he first read them in 1945. At the time of the interview, Chamberlin said he still had them but that he had promised Arnold he would never circulate them. Though Chamberlin wrote a generalized article on foo fighters for the magazine, he never circulated the papers Arnold had given him- and never revealed their contents on the General's analysis.

General Arnold established the 509th and (like General LeMay) he was closely associated with Colonel William "Butch" Blanchard- the Commanding Officer of the 509th bombing wing and the Roswell Base Commander at the time of the 1947 crash.

On July 7, 1947 (just days after the Roswell crash) Arnold is quoted in a UP story that stated, "General H.H. (Hap) Arnold, head of the army air forces during WWII, said today the discs could be a development of United States scientists not yet perfected." Of course during the period immediately following the Roswell crash, U.S. military were obfuscating by giving the public various explanations on the nature of the discs. But Arnold had known many years prior that U.S. scientists could not be the reason for them. He knew that they were seen by his own pilots operating in the European theater, as he had earlier reported.


RAND'S EARLY UFO INVOLVEMENT CONFIRMED

An official Air Force document written on October 12, 1948 has been located by the historical research group Project 1947. Project 1947 is operated by respected researcher Jan Aldrich, supported by the civilian UFO research organization CUFOS and is known for its expertise in Freedom of Information Act (FOIA) requests.

This 1948 document is very instructive about RAND and the early study of the troubling UFO phenomena.

The subject header of this document is "Request for Study by Rand Project" and is directed to the US Air Force Chief of Staff. The author of the document is Col. W.R. Clingerman, the Acting Chief of Intelligence. Clingerman was associated with Project Sign, the USAF official early study of the UFO phenomena. Clingerman seeks the approval of the USAF Chief of Staff: "It is requested that the special study, described in the inclosure be approved and that the Rand Corporation be authorized to establish a study of priority, consistent in scope and degree of treatment with the described requirements."

In a later paragraph of the document, Clingerman explains that he wishes RAND to: "Assist in the collection of information relating to unidentified aerial objects that may possibly represent spaceships or spaceship test craft and the technical information that includes the distinguishing design and performance parameters for spaceships is considered necessary." He adds "It would be valuable to this Command" to have RAND provide "further scientific clues that may assist in their detection and identification by RAND scientific personnel."

Clingerman cautions, "It is further requested that Air Materiel Command be assigned to monitor the project in conformance with Air Corps Letter 80-10, 21, July, 1948, Section 3, Paragraph 3."

We learn that RAND is held in high regard by the uppermost levels of government. It is an organization considered ideal for initiation of work on the UFO phenomena. It is felt that the "spaceships" had "distinguishing characteristics" that RAND personnel would be uniquely suited to provide technical information about- and that they could find "further scientific clues" about the "unidentified aerial objects." We also learn that RAND is to be "monitored" on this UFO work by AMC, in conformance with an "Air Corps Letter" dated one year after the Roswell crash. RAND AND UFO PHOTO ANALYSIS

Brief mention in extant literature notes that in 1966 RAND Corporation coordinated the photographic analysis of an alleged UFO photo. The "Zanesville, OH UFO" photos of November 13, 1966 were taken by local barber Ralph Ditter. Widely circulated at the time, the two photos appear to show a large saucer above the Ditter home. The RAND photo analysis determined that the object was a model only 3-4 inches in diameter and only 3-4 feet from the camera. The analysis was correct and Ditter later confessed the hoax as a way to please his curious daughter. Interestingly, most such analysis is officially conducted by the National GeoSpatial Intelligence Agency (formerly the National Photographic Interpretation Center.) RAND apparently has such capability as well- and has applied this capability to the UFO phenomena.


RAND AND UFO SIGHTINGS ANALYSIS

While working for RAND, senior analyst Dr. James E. Lipp wrote one of two scientific reports for the USAF's official UFO study, Project Sign. It was completed in February of 1949 and was classified. In the report Lipp makes an extraordinarily astute observation.

Lipp notes that by the Spring of the previous year there had been a total of five atomic bomb explosions. Lipp believed that these explosions could have served as interstellar 'smoke signals' - and that they would be a potential source of extraterrestrial interest. Of this RAND report even skeptic Curtis Peebles notes that Lipp's evaluation may represent, "the first U.S. government sponsored study of non-human life in the universe."

Lipp continues that "visits from outer space are believed possible." Ultimately though, Lipp seemed to cautiously conclude that he did not consider most reported UFO events as described to be evidence of such visits because they made "no logical sense."


RAND'S ET STATEMENTS

Habitable Planets for Man By Stephen H. Dole
Stephen H. Doyle, scientist at the RAND Corporation, authored the intriguingly titled "Habital Planets for Man" in 1964. Dole -based on his analysis while at RAND- believed that the existence of extraterrestrial intelligence was extremely high, even probable. In other reports he estimated the number of life-bearing planets (based on available information at the time) at 640 million!

It appears that RAND not only analyzed the UFO problem, but also evaluated the larger cosmological issues of our place in the universe, the likelihood of ET and how to determine and quantify the extent of off-earth life.


THE RAND UFO REPORT THEY DIDN'T WANT US TO SEE

RAND analyst George Kocher authored an assessment report entitled, "UFOs: What to Do?" dated November 27, 1968. Kocher's paper was stamped "For RAND Use Only." It further instructs on its cover page: "Do not quote or cite in external publications or correspondence." Though known of by the UFO research community for some years, it was only in 2000 that RAND was forced to officially acknowledge the paper's existence and authenticity. Today RAND counters that it was an "internal draft" that was never formally considered. It is easy to understand why RAND would want us to think this is the case.

From a summary of this report we learn the author's conclusions about the phenomena: "Since WWII there seems to have been a drastic increase in sightings. We have enough data to know that the phenomena is unambiguously extraordinary and clearly inexplicable in modern terms." Chapters in the previously restricted document include, "UFOs: Historical Aspects" "UFOs: Astronomical Aspects" "Phenomenological Aspects" and its conclusion, "UFOs: How to Proceed and Why." We know based on the above-mentioned 1948 Air Force document that RAND was engaged in official research. In 1968, two decades on, RAND was still engaged in such analysis. And they likely continue this work today.


RAND & UFOS TODAY - KEEPING IT ALL IN THE FAMILY

Michael RichRand's Executive Vice President is Michael D Rich. Mr. Rich is also Director of RAND National Security Research. A family man, Mr. Rich's own family history is very telling. His father was aviation genius Benjamin Rich. Ben helped to lead aerospace giant Lockheed Martin as President of Lockheed Advanced Aeronautics. He oversaw the ultra-secret Lockheed "Skunk Works" division where he spearheaded the development of the Stealth bomber. Rich Sr. is universally acknowledged as "the father of Stealth technology."

Ben Rich stated some extremely revealing things about the reality and nature of UFOs before he passed. In a letter to his friend and associate John Andrews he replies to Andrew's observations about the UFO phenomena. Andrews had written a letter to Rich in which Andrews says, "I believe with certainty in manmade UFOs. I am tending to believe there are also extraterrestrial UFOs."

Rich -in a handwritten letter- replies to Andrews, "Yes, I am a believer in both categories." Andrews was a forensic illustrator and aviation model-maker. Before his own death, Andrews related that Rich went further in privately explaining that, "there are two types of UFOs, the ones we build and the ones 'they' build." Rich told Andrews of his concern that the public should not be told. But Rich told Andrews he had recently changed his mind on this and that those "involved in dealing with the 'subject' could represent a bigger problem to citizens than knowledge of the visitors themselves." Just before he died, Andrews says that Rich confirmed to him that "items" were recovered at the crash at Roswell in 1947. Rich also told associate John Goodall, "we have things at Area 51 that you and the best minds in the world won't even be able to conceive for the next 30-40 years." In fact Rich gave numerous clues and hints about the alien reality to several before he passed.

The father of Stealth -who is also the father of RAND's current Director- gave his gift to truth and history before he died. He confirmed official government study of the UFO reality and the crash of an extraterrestrial vehicle to earth.


THE RAND-BATTELLE CONNECTION AND UFOS

Battelle EntrancePrior articles by this author (available on the UFO Iconoclasts website and in the book Witness to Roswell) have shown that -like RAND- Battelle Memorial Institute was heavily engaged by government to study UFOs.

It now appears that Battelle metallurgists likely analyzed the Roswell memory metal retrieved from the 1947 crash. That conclusion was drawn from a "reverse engineering of information" of the literature on shape recovery metal; by the revealing statements of two U.S. Generals; through the confession of analysis by a senior Battelle scientist and by establishing other connections.

But perhaps the most interesting of these telling connections is this: The Director of Battelle at the time of the Roswell crash -Clyde E. Williams- simultaneously sat on the Board of Trustees of the RAND Corporation!

Williams directed RAND and Battelle's activities at a time when both organizations were highly engaged in UFO study. Clyde Williams was installed as Trustee of RAND in 1948 (the year after Roswell) and remained a RAND trustee until 1963. Battelle is also known to have supported analysis of UFO sightings for the Air Force's Project Blue Book during William's tenure.


A PRESIDENT'S WARNING

The line between "public" and "private" sectors is blurred when it comes to "things UFO." Such fuzzy, "quasi-public" organizations were of grave concern to a wise President and military icon. Dwight Eisenhower was instructive in his farewell to the nation. He warned that we should beware of the unchecked powers of the "military-industrial complex." And the Five Star General was right. For it is in complexes like Battelle and RAND that the alien truth resides, unchecked. Until now.

Larry Bryant     A few years before his death in 1998, the late U. S. Rep. Steven H. Schiff, in responding to concerns expressed by some of his New Mexico constituents, commissioned an investigation by the U. S. Government Accountability Office into the whereabouts of various federal agency records pertaining to the now-famous 1947 crash-landed flying saucer near Roswell, N. M. As a result, GAO staffers assigned to the case determined that certain military records likely to pertain to the event had gone missing. The public may never learn how important those records would have been in determining the fate of the Roswellian crashed-saucer wreckage and crew.

To pick up where those GAO investigators left off, a new case now presents itself with the recent discovery of some 1940s/1950s-vintage military film footage allegedly showing Pres. Eisenhower and aviation pioneer Howard Hughes inspecting some UFO-E.T. artifacts (including deceased UFOnauts). For details of the case as revealed on Feb. 3, 2009, to radio talk-show host George Noory during his syndicated program Coast-to-Coast AM, see the below-quoted transcript of "caller Bob's" account.

As Noory awaits receipt and analysis of a tell-tale excerpt from the discovered film footage, the other stakeholders in this historic turn of events -- meaning you and me and the rest of Earth's population -- deserve to know whether the discovered 16-mm film constitutes the original version thereof. To that end, I ask that you seek, on our behalf, the assistance of pertinent GAO investigators in determining:
(1). The film's authenticity.

(2). The identity of its originator.

(3). Whatever other such revelatory footage currently exists within the files of U. S. military components.
As you fulfill this request, I ask that your office keep me regularly informed of all related developments. If you know of any congressional committee that would be interested in holding a public hearing on this case and its implications, please share the content of this letter with the committee's chair.

Note: I'm sending to you a signed printout of this e-formatted letter, by which I authorize you to divulge its content to anyone you choose.

[LWB Note: at the last minute of the guest segment's final hour, wherein guest Whitley Strieber and host Noory fielded listeners' calls, a man named "Bob" (from east of the Rockies) gives this account.]

Hello, Mr. Noory. I have a unique -- unique-- situation to volunteer. I'm in the military, and I monitor satellite cameras. What I've got to tell you is based on UFOs -- uh, very unique situation: I have acquired eighteen canisters -- reel-to-reel film, military film, based in the forties, early fifties. Uh, I inherited it.

[Noory: 16-mil, black-and-white?] They're black-and-white; I had a [garbled] on the majority of them. The cans show military insignia like eagles and stuff like that.

[Noory: Have you looked at the film yet, Bob?] I have looked at a few of them. Uh, what I've seen so far scares me to death.

[Noory: of what? -- give us a quick glimpse.] Uh, we gonna have to talk off the air at some point in time; it's not . . .. [Noory, interrupting: I'm gonna have you give Tom your phone number if that's okay.] What I've seen so far on the ones that I've looked at -- well, back to the first one that I looked at showed President Eisenhower and, uh, the, uh, that eccentric guy, he, uh, that had the airplanes -- what was his name? -- the one who went into seclusion.

[Strieber: Oh, Howard Hughes.] Howard Hughes in a warehouse, looking around and, uh, people laying on stretchers (and they weren't from this earth). [Noory: Oh, my gosh; all right, look . . ..] I want to stop there and . . .. [Noory, interrupting: Bob, I'm putting you on hold, we're gonna get your phone number and we will talk at length. Veteran UFO Maven, Larry Bryant Enlightens C2C Listeners

     C2C listeners received a rare treat in the wee hours yesterday morning (Sunday’s show) as long time UFO pundit, Larry Bryant graced their airwaves!

Over 50 years ago Bryant began making inquiries to the military machinery regarding what they knew about UFOs (then Flying Saucers). The young Virginian was a founding member of the then “Air Research Group,” and wasn’t buying what the Air Force/government was selling then, and he doesn’t buy it now!

Some might describe Bryant as an antagonist to the powers-that-be with his never-ending “official catechizing” under the guise of the Freedom of Information Act (FOIA); however, I deem him as a UFO stalwart who has a “never quit” attitude in attempting to pry the truth from the PTB.

For those of us paying attention, young John Greenewald (The Black Vault) comes to mind when FOIA’s are discussed, seeing that he has literally filled his “vault” with thousands of documents culled from the deep, dark depths of government archives . . . retaining the moniker as “expert” in these matters would be argued by few; however, who does John call on when “he has a question” concerning FOIA minutiae? You guessed it—none other then UFO sage, Larry Bryant!

Larry’s spot on C2C was precipitated by a revelation made by a caller from a previous show, which aired last month on the 3rd; experiencer/author Whitley Strieber was the guest. At the tail end of the show, during the “call-in segment,” a man, who said his name was “Bob” made what some might consider a ground breaking disclosure—he was in possession of film showing then President Eisenhower, along with none other then “Howard Hughes” inspecting what he described as “people laying on stretchers and they weren't from this earth . . ..”

Larry who was listening to the show, in true form didn’t waste any time; he immediately fired off a FOIA request to the Eisenhower Library requesting, “access to all Eisenhower-related UFO-E.T. film footage held” by the institution. Ironically, in what might be called the most expeditious response in FOIA history, a reply was mailed out the very next day (of receipt of the FOIA), maintaining that they “do not hold motion pictures, still photographs, or records of any kind documenting President Eisenhower's alleged inspection of alien bodies or UFOs.”

Pertaining to his recent interview with Noory at C2C, Larry wrote:
At 3:30 a.m. EST, Monday, March 2, 2009, as I was in bed listening to George Noory field calls from his audience, my phone rang. It was producer Tom Danheiser, who asked if I were amenable to joining in for the show's fourth hour (which had been billed by George as a
"breaking news" segment). It turns out that I happened to be the trigger for this "breaking news" - specifically via my recent series of freedom-of-information requests to several federal agencies for access to any Eisenhower UFO-E.T. records they may be harboring. (It had been two years since my last C2C appearance, so I obviously let Tommy know my eagerness to chime in.)

In the ensuing discussion, George led off by endorsing my campaign to tie "caller Bob's" case to the public's growing demand for full governmental disclosure of UFO-E.T. reality. I explained this opportunity by noting that "Bob's" brave - and selfless - step forward gives us "a 'big foot' in the door of UFO secrecy." George took care to note that "Bob" has specified one proviso for his sharing the film's content with C2C upon his imminent return from Europe - i.e., that the C2C organization must refrain from any commercial exploitation of that content. He seeks no financial gain in this matter from anyone or for any reason. Now, what does that tell you about how to proceed with assessing the credibility and other value of "Bob's" story? For my part, I suggested that George photograph the two (incoming) film canisters' insignia and any labels/serial numbers thereon - for later forensic investigation. His plans call for posting a key excerpt from the film footage upon the C2C web site ( http://www.coasttocoastAM.com ).
So, is Bob and the alleged canister of ET/Eisenhower/Hughes film the real deal . . . or is it another prank/hoax aimed at the C2C’s listeners, and subsequently we Ufologists who perk up when such things come to light? Time will tell.

On the other hand, one thing is for certain—Larry Bryant is the real deal, and C2C would do as all a great service in not waiting so long in between visits!
