     CEFAA, Chile’s federal UFO study project, recently brought its resources to bear on a September 2012 incident over Santiago. The cell phone videos were poor quality and the object(s) left no radar clues. But government researchers, operating under the auspices of Chile’s equivalent of America's FAA, evidently felt compelled to check this one out because of its audacity, unfolding as it did near that nation’s Air Force War Academy. Not to mention the animation in the witnesses’ voices recorded during the event.

Author Leslie Kean published a summary of CEFAA’s report last week at Huffington Post. Three witnesses, two civilians and a career air force sergeant, saw five nighttime lights make an approach the Academy from the mountains. Their original horizontal formation split into a triangular array, reformed as a circle, and then quickly departed. All reported dramatic color shifts during the fly-by, but the sergeant's story was the most detailed. He described seeing “an oval shape, like a submarine; the upper part had windows with lights coming out ... with a dome or something like it.” But what elevated this relatively unremarkable anecdotal encounter from multitudes of others was the time and effort an interdisciplinary lineup of Chilean officials invested in trying to figure it out.

Weather conditions were eliminated from the suspect list, as were conventional aircraft and interference from ground-based light sources. Consequently, CEFAA declared the event an “anomalous luminous phenomenon,” which is about as neutral a phrase as could be applied to an incident whose characteristics are consistent with a display of intelligence/high technology. Anomalous luminous phenomenon is a fancy way of saying “We don’t know,” which is a sane and welcome contrast to Uncle Sam’s fidgety aversions, denials and inventions when confronted with The Great Taboo. Better yet, there were evidently no repercussions for the eyewitnesses, no job insecurities, no (apparent) negative press, no institutional credibility collapse for failing to be omniscient. But this is the sort of climate CEFAA has been nurturing since its inception in 1997.

Five years ago, in fact, two of CEFAA’s top operatives — Ricardo Bermudez Sanhueza and Rodrigo Bravo — called for coordinated global dissemination of UFO data, most likely through United Nations channels. While the UN and its ferocious competing interests often rate raspberries for staging so much futile theater, it’s hard to imagine how any country could exploit The Great Taboo for nationalistic rhetoric. (Well, OK, it’s not that hard. Kim Jong-un: “Bandits breaking the laws of physics will encounter a resolute people's wall of fire at the borders of our sacred space”.) Still, for broader approaches to breaking the UFO gridlock, it’s worth taking a look at some multinational ideas published by the American nonprofit National Aviation Reporting Center on Anomalous Phenomena in 2010. Even more specifically, a retired Belgian air force general noted that a logical UN channel — the International Civil Aviation Organization — is already in place. Or, failing that, try the International Air Transport Association based in Montreal.

The key to making it work, obviously, will be the erosion of American resistance, mired in an endless current of updates on rapidly multiplying exoplanets and exposure to alternative media coverage -- from the insipid to the provocative -- on The Great Taboo. The stigma is losing its grip; like attitudes on gay marriage, weed, and race, everything changes. Suppressing the reality of an experience runs counter to human nature. Most U.S. pilots, for instance, are loathe to go public with their encounters, yet scores have filed reports with groups like NARCAP and the National UFO Reporting Center in exchange for anonymity. Once upon a time, a guy like Andrew Danziger might’ve taken his 1989 UFO sighting to the grave. But in April, the pilot who flew candidate Obama on the 2008 campaign trail decided to spill the beans. And a full month later, Fox News(!) actually followed up(!) with a live interview and played it straight(!).

Things are happening, in small but significant ways. Countries like Chile remind us that things do not fall apart when we confront the holes in our knowledge, however impossible or irrational that evidence may appear.

     On May 21st I posted the story "Exclusive: New Video of Unexplained Aerial Phenomenon From Chile." It described a sighting of three consecutive formations made by five spinning lights: a straight line, a triangle, and a circle. Three reliable witnesses witnessed the spectacle at an Air Force Academy; two captured the triangular formation on their cell phones. The lights appeared so close that the witnesses thought whatever it was might land. A sergeant with more than 20 years experience in the Air Force also described seeing a submarine shaped "ship" with lighted windows.

The case was thoroughly investigated by the official UFO agency in Chile (CEFAA), along with its volunteer committee of scientists, Air Force technicians, police, psychologists and other specialists. They ruled out every conceivable explanation.

Since the "submarine UFO" seen by the sergeant was not observed by the other two witnesses, the committee from Chile formally concluded that the case involved an "anomalous light phenomenon" and left it at that. Therefore, in my blog post yesterday, I felt it was my responsibility to write conservatively and honor this conclusion. . . .

      The CEFAA, a government agency investigating unidentified aerial phenomena (UAP) within the department of civil aeronautics (DGAC) in Chile, has released a summary of its meticulous investigation into the relatively recent "AGA case." . . .

. . . Here is what happened: At about 7:45 pm on September 3, 2012, a paramedic and an emergency medical technician (EMT) stopped to fill up an ambulance from the Air Force Hospital at the fuel pump on the Academy grounds. A sergeant, responsible for overseeing the security of the facility, was assisting with the refueling.

Suddenly, they observed five lights coming over the Andes mountains from the Northeast, creating a horizontal formation and moving towards the Academy. At first, they thought this must be helicopters rehearsing for an annual military parade to take place later that month. However, as the lights drew nearer, the sergeant, who had spent 27 years in the Air Force, realized they were not helicopters. They made no sound and were clearly something highly unusual. . . .

     There's a story going around that Chile supposedly revealed remarkable UFO photographs of an aerial object so advanced that government experts are claiming that humans could not have manufactured it.

According to several news accounts, that allegation comes from a renowned Chilean government-funded UFO research group. And if one quote in particular is true, it might be the news UFO researchers have been eagerly awaiting -- proof of an extraterrestrial visitation. . . .

Officials released the footage after completing a thorough investigation and have announced in a report that the mysterious object is not one they recognise.

They confirmed that the silver disc seen in the clip was approximately 10 metres in diameter and performed with vertical and horizontal movements that no other aircraft can do, according to Chilean media reports. . . .

      A recent high level meeting at the headquarters of Chile's Civil Aviation Department will likely be the envy of those Americans desiring open government participation in UFO investigations, rather than the familiar blanket dismissal.

The question of whether UAP (unidentified aerial phenomena) pose any danger to civilian and military air operations was up for discussion. An official video about the event (the first 4 minutes), posted on Friday, is telling. You don't need to understand a word of Spanish to take note of the serious expressions on the faces of the participants.

Chile's agency investigating UFOs/UAP, known as the CEFAA (Committee for the Studies of Anomalous Aerial Phenomena) is located within the Ministerial Department of Civil Aeronautics (DGAC), the equivalent of our FAA, under the jurisdiction of the Chilean air force.

Gen. Ricardo Bermúdez, director of the CEFAA, invited nineteen highly qualified experts from a range of specialties to the July 31st meeting, to explore the safety question and attempt to achieve a conclusion. The resulting dialogue lasted three hours. . . .

      In Mid-2013, several witnesses observed an unusual phenomenon for a couple of hours from their place of work - the Collahuasi Mining Company - at an elevation of 4300 meters. They took several photographs and did not wish to delve further into the matter. Over time, two photographs were delivered to the group leader and he forwarded them to CEFAA, ascertaining that the participants were professionals in the fields of electricity, electronics and fluid control, all of them endowed with highly pragmatic mindsets. They described the phenomenon as a brilliant, flattened disk with an approximate diameter of between 5 to 10 meters. It made rising, descending and horizontal motions in short segments some 600 meters over the surface. At times it could be clearly seen as a disk, later adopting the shape of a shining balloon, although the most evident shape was that of a silvery, fixed and static disk. The witnesses were left with the impression that the movements were associated to a given control. Weather conditions were outstanding. Evidence was analyzed by a meteorologist, who discarded the possibility of lenticular cloud formation. An expert in image analysis (whose full study is provided in this site) concluded that the photographs correspond to an object that has not been identified.

These are two images taken by a Samsung Kenox 5860. According to the story, the object remained over the area for a couple of hours.

The object to be analyzed is marked by a red circle (central area). The photos were taken outdoors, according to the witness.

The filters highlight the object's consistency and solidity.

This image - debugged and improved - allows us to see an apparently solid object reflecting sunlight.

The reflection on the object's surface gives the impression that it could be self-generated more than a reflection of sunlight by virtue of its intensity (the reflection area appears completely dark in the filtered images, indicating that its temperature is very high).

Next, an enhancement of the object to be analyzed was made and several filters were applied to highlight details that may assist in explaining the object:

The various filters show the existence of 2 clearly defined areas, one shaped like a circular ring in the perimeter and half-sphere in the central area.

Both areas have different tones. The half-sphere presents an extremely powerful luminosity, always appearing as "white" or "black" without going through other tones. In other words, the CCD becomes saturated, taking the maximum white value, which is not the case with the ring, whose tone varies when different filters are employed.

It is even possible to see 4 luminous rays - very dim and hard to see and highlight with filters - but they exist, meaning they have their origin in a very powerful source of energy that can be seen in broad daylight. No solid areas can be seen, possibly due to the high luminosity issued by the object. The object emits luminous energy and does not reflect the Sun. Furthermore, the luminosity appears to originate from the lower part of the object, which should be in "shadow".

Conclusion

It is an extremely interesting object or phenomenon, and as such, would be classified as a UFO.

Official Study On UFO Photos Released By Chile

     The government office investigating UFOs in Chile has released an analysis of two high quality photos showing what appear be genuine unidentified flying objects above a remote copper mine. The office, known as the CEFAA (Committee for the Studies of Anomalous Aerial Phenomena), is located within the Ministerial Department of Civil Aeronautics (DGAC), the equivalent of our FAA, under the jurisdiction of the Chilean Air Force. It is responsible for the analysis of selected reports of unexplained aerial phenomena in Chilean airspace, most of them from pilots and aviation personnel.

The photos were taken at the Collahuasi copper mine, more than 14,000 feet above sea level in the Andean plateau in the far north of Chile. An extremely remote location with low oxygen levels and unusually clear skies, the area is desolate and inhospitable. The Collahuasi mine produces copper concentrate, copper cathodes and molybdenum concentrate from three open-pit mineral deposits. (Click here for a map).

Four technicians - professionals specializing in electricity, electronics, and fluid control - were working there in April, 2013. They witnessed a disc-shaped object which approached slowly and was present for more than an hour, moving around in different positions and hovering at about 2000 feet. One technician took pictures with his Kenox Samsung S860 camera. The strange object made no sound, and eventually moved away towards the East.

The witnesses decided not to tell anybody because of the negative associations they had with UFO sightings, and therefore had every intention of always keeping the sighting private. But some months later, the photographer casually showed the pictures to the chief engineer at the mine, who asked for copies. The engineer sent the images to the CEFAA in February, and provided the agency with information reported to him by the witnesses. He too has requested anonymity.

Chile's meteorological office at the DGAC confirmed that there was an absolute clear sky at that time, and that there was no possibility of lenticular clouds. All other meteorological phenomena have been ruled out by Chilean officials as a possible explanation.

CEFAA officials told me they determined that there were no drones operating near the mine. "People in that zone know about drones," said Jose Lay, international affairs director for the CEFAA. "Fishing companies use drones and they make a lot of noise. This was definitely not a drone." DGAC officials also ruled out any experimental aircraft, planes, weather balloons, or anything else that could explain the incident.

With all conventional explanations eliminated, the CEFAA staff determined that the photos were worthy of analysis. The results of this study, conducted by a leading CEFAA analyst at the DGAC Meteorological Office, was released on July 3rd and is posted on the CEFAA website.

The report states that the witnesses described the phenomenon as "a flattened disc, of brilliant color, with a diameter of 5 to 10 meters [16 to 32 feet]. It performed ascending, descending and horizontal movements in short lengths, about 600 meters above the ground." The witnesses had the impression that the object was under intelligent control. . . .

     The Dirección General de Aeronautica Civil (DGAC – General Office of Civil Aeronautics), launched a website on Wednesday that presents cases, videos and reports that demonstrates the existence of unidentified flying objects not only in Chile, but around the world.

CEFAA has been operating since 1997 as a result of the repeated instances of these phenomena in airports and sightings by pilots and other individuals. Thus, in cooperation with the Air Force, private and internal investigators, PDI staff, universities and scientists have managed to ascertain the existence of at least 24 cases that can be classified as UFOs.

Meanwhile, their mission consists in compiling and studying all relevant background information and contributing in this way to the safety of air operations. Pilots are instructed as to how they should react when faced with manifestations of this phenomena [bold in the original—SC]

“The UFO phenomenon is real,” stated Ricardo Bermúdez, CEFAA’s director, “and it is something that takes place worldwide.” Another of the goals of this organization is to make instances of these events known to the public at large.

The www.cefaa.gob.cl website shall be in operation as from Thursday at 08:30 hours, offering visual eyewitness reports in Chile and around the world involving unidentified flying objects in our skies, such as the photo taken at the Ovalle airport in November 2009.
