     "Flying saucers" were reportedly tracked on radar at speeds up to 3,600 mph. Respected and influential members of the intelligence community joined a private UFO organization and declared the truth should be delivered to the people. Aerial Phenomena (NICAP). The CIA online reading room includes four pages of titles of files pertaining to NICAP. Among them is an archived photo of a 1957 newspaper clipping, pictured below, describing UFO advocacy undertaken by IC movers and shakers.

The article states California control tower operators tracked four flying saucers at speeds up to 3.600 mph. Retired Rear Adm. Herbert B. Knowles "certified" NICAP had seen the radar report.

In what might be considered part of writing the TTSA playbook, the admiral criticized a veil of secrecy surrounding UFOs, declaring, "There is a real need to break through the official Washington brush-off and get the truth to the people."

The article goes on to name respected members of the IC who joined NICAP, including former DCI Roscoe Hillenkoetter. NICAP leaders also included Joseph Bryan III, a career intelligence officer now known to have been a CIA propaganda specialist and whose activities we explored.

The California saucer case was highlighted in the first issue of a NICAP magazine, UFO Investigator, distributed to its membership. "Copies were also sent to all members of Congress," the article added.

In conclusion, it was reported, "The NICAP also proposed to Air Force Secretary James H. Douglas an eight-point plan of cooperation to end controversy and public confusion over flying saucers."

Guess it needed a little more work.

     This is a presidential election year, so let’s discuss UFO sightings and politics.

Currently, former White House chief of staff John Podesta has been advocating that Hillary Clinton get to the bottom of the UFO disclosure story if she’s elected.

But from this reporter’s perspective, the politics problem is a whole lot bigger than just a new president burning political capital to get the long-asked UFO disclosure story answered.

This issue really boils down to research money, and in our system of government analysis, the purse strings are held by Congress. The truth is, getting any kind of serious research done, like the kind that is done by the National Academy of Science, requires congressional support in the form of funding.

If we’re talking about Congress, then we have to talk about voter numbers. [...]

     The morning after I contacted the Defense Department, I got a voice mail message. "Man, we were looking at your query from yesterday on the UFO stuff," the public affairs officer said. He sounded as if he was trying not to laugh. "You're killing us."

He read aloud some of the questions I'd sent: "Which presidents have asked about UFOs? Does the president have the security clearance to know about UFOs? What happens if extraterrestrials show up?" He alternated between chuckles and exasperated sighs. "Which office handles UFOs? Dude, really? I don't know how to—we don't have that." He trailed off laughing. "I don't know how to answer these questions, man."

Most people in Washington don't know how to answer those questions—or at least say they don't. But Stephen Bassett, America's only registered lobbyist on UFO and extraterrestrial issues, is convinced that the government has this information and it's only a matter of time before the president "announces to the American people that we're not alone." This much-anticipated mind-blowing moment, known among some UFO enthusiasts as the "disclosure," will officially confirm that "there are extraterrestrials, not only elsewhere, but engaging us now."       During the period between his 18 years in Congress and his two terms as Ohio's governor (2011-present), GOP presidential hopeful John Kasich hosted "From the Heartland," a Fox News show where he discussed a variety of social and political topics with guests. The show aired from 2001 until 2007 and in February of that final year, Bill Nye the Science Guy and David Sereda – a UFO activist and the director of a 2005 documentary called "Dan Akroyd Unplugged on UFOs"– were on the show to discuss a "Heartland Special Investigation into UFOs."

The intro featured shaky footage of flickering lights in the sky that were purported to be UFOs. As ominous 1950's-era UFO movie music played in the background, reporter Janice Dean said, "UFO sightings seem to be on the rise," referring to a highly-publicized UFO sighting that had recently occurred over Chicago's O'Hare International Airport. "But it seems the public still wants to know the truth," she said. "Do UFOs exist? You decide."

Kasich then introduced his guests and let Sereda talk about his "exclusive" footage of alleged UFOs over Lake Erie. After Sereda talked about the footage, Kasich jumped back in.

"Alright, Bill Nye, you're the science guy," he said. "You gotta be a little bit wacky to think that UFOs are down here, and that some people believe that folks have actually got on these ships? I mean, tell us, you're the science guy."

Nye could barely conceal his contempt. [...]

     By now, everybody’s read John Podesta’s little Friday afternoon firecracker, where he took less than 140 characters to announce his biggest regret in leaving the Obama White house was a failure to bring transparency to America’s UFO files. Brevity being the soul of wit and all that, one naturally assumes there was a little sarcasm or self-deprecation at play here, despite the former Clinton White House chief of staff’s multiple (and correct) assertions that UFOs are actually pretty serious stuff. After all, if you look at his statements on UFOs over the years, they really don’t amount to much more than an anthology of sound bites. Consequently, the media responded with equal proportion, duly noting Podesta’s Tweet with minimal comment, the way one might take stock of any harmless celebrity idiosyncrasy, like Jay Leno's fleet cars or XYZ's Coconut Monkeys of Polynesia collection.

One might even be tempted to give Podesta props for putting it out there again, considering how he wasn't obliged to say anything at all. But after reading Sunday’s New York Times profile, Friday’s Twitter breadcrumbs come off as quite puzzling. Associates describe Podesta as a competitive, workaholic straight-shooter who enjoys a good scrap. “He’s not afraid to use power, and ruthlessly if necessary,” said veteran Dem operative Paul Begalia. “I think he’s as good a political guy as I’ve ever seen.”

Great. So that begs the question: What, exactly, specifically, if anything, did Podesta do over the last two years to warrant that surprise Tweet last weekend? Can’t blame the media for being so spare on this one — he gave us nothing to work with, no hint that he’d used that famous competitive streak to butt heads with whatever behind-the-scenes UFO classification obstacles he might have encountered. Assuming he made an effort. So what gives?

Now, juxtapose Podesta’s little nugget against what passed for news (again) last week at the convention of the American Association for the Advancement of Science in San Jose, Calif. The SETI people were at it again, weighing the risks of sending formal collaborative radio messages to their theoretical kindred spirits in radio astronomy in distant worlds. Godawmighty, how many times must we endure this trifling academic hand-wringing over the perils of provoking some ET Pizarro or Cortez from Planet Zyrtek? Our radio signals have been alerting The Other to our presence for almost a century now, yet suddenly we're seeing luminaries like billionaire Elon Musk and planet detective Geoff Marcy circulating petitions calling for a ban on sending messages into space? Really? Check this out -- astrophysicist David Brin actually said this to the Associated Press: “I can’t bring myself to wager my grandchildren’s destiny on unreliable assumptions” about contacting nice space aliens.

Oh for cryin' out loud. Wouldn’t you think, given this level of obstreperous angst, and with the potential for ET enemies (5,000 extrasolar planets either logged or awaiting confirmation) increasing by the month, it would be totally irresponsible for these guardians of the realm not to exhaust each and every line of scientific inquiry on the gathering threat? Well, um, no. Here’s the key sentence in the AP report from San Jose: “... what scientists are talking about is a coordinated and sustained million-dollar-a-year effort with approval from some kind of science or international body and a message that people agree on" [emphasis: De Void]. Naah, UFOs don’t rate that kind of funding, man. At least not unless somebody of, say, John Podesta’s heft steps up, quits flirting around the elephant in the room, and makes the case. But that’s not likely, given his apparent commitment to Hillary’s 2016 presidential campaign.

Until that day comes, looks like we’re doomed to endure endless SETI seminars on how many angels can dance on the head of a pin.

At least we got a Tweet. And we're grateful for that.

     Outgoing Obama counselor John Podesta remains a devoted fan of things extraterrestrial. When Podesta, who was President Bill Clinton’s chief of staff, returned to White House duty in late 2013, we wrote that his arrival meant “the Obama presidential library will be inundated — just as the Clinton library in Little Rock has been — with Freedom of Information Act requests, such as this one: for ‘e-mails to and from John Podesta, containing the words either, X-Files or Area 51.’”

Podesta was a major fan of the “X-Files” television show. Our colleague Karen Tumulty asked him in 2007 about the FOIA jam at the library, and Podesta, through a spokesman, replied: “The truth is out there.” That’s the show’s tag­ line.

     John Podesta’s biggest regret on leaving the White House is not proving Fox Mulder right.

“My biggest failure of 2014: Once again not securing the #disclosure of the UFO files,” he tweeted on Friday, his final day as counselor to President Obama.

He added the hashtag “#thetruthisoutthere,” in a reference to the long-running television show “The X-Files.”

Podesta is leaving the White House on Friday after one year helping to oversee climate change and energy policy, among other issues, and is seen as a likely choice to lead Hillary Clinton’s expected presidential campaign. He formerly worked as chief of staff to President Bill Clinton before starting the liberal Center for American Progress think tank. . . .

UFO Disclosure Developments

     Washington, DC - Almost one year ago on April 24, 2006 the Paradigm Clock, which tracks proximity to a formal acknowledgement of an extraterrestrial presence engaging the human race, was reset to 11:59:45 - 15 seconds to midnight. Such an acknowledgement is referred to as Disclosure and would mark the end of a 60 year truth embargo imposed by federal authorities. The explanation for resetting the time included this statement:

Based upon an analysis of multiple circumstances within and outside the nation, PRG has concluded that America is now facing an unprecedented crisis which has opened a window to disclosure wider than at any previous time.

One of the circumstances referred to was and remains an unprecedented breach between the military and intelligence communities and the Executive Branch. As a consequence of this breach PRG believed that should a disclosure effort emerge from within the military/intelligence sector and the Executive moved to block, it is more likely that blocking move would be rebuffed. On the other hand an increasingly isolated Executive facing a cascade of allegations and investigations and lacking support from the military/intelligence sector might see Disclosure as a means to "change the subject" on a global scale. Thus a window for Disclosure was created, and one year later that window remains open. Furthermore, over the past 36 months the following have taken place:

• March 2007 - Former Arizona governor, Fife Symington, revealed in an interview with journalist and investigative director for the Coalition for Freedom of Information, Leslie Kean, he had see a massive black triangular fly overhead early in the evening of March 17, 1997 - the first Phoenix Lights event. Symington told CNN, “The lights were really brilliant. And it was just fascinating. I mean, it was enormous. It just felt otherworldly. You know, in your gut, you could just tell it was otherworldly.”

• March 2007 - The French national space agency, CNES, placed 1600 previously classified UFO sighting reports into the public domain on the Internet.

• November 2006 - A significant sighting took place at O'Hare Airport in Chicago and received worldwide attention and media coverage.

• September 2005 - Former Apollo astronaut, Dr. Brian O'Leary, wrote in a foreword to Hidden Truth, Forbidden Knowledge, "These revelations underscore a long, sordid history of governmental and media secrecy and the acquisition of technologies such as microelectronics, anti-gravity propulsion and zero-point, or "free" energy, from our visitors. This massive cover-up has been going on for almost six decades since the UFO crash near Roswell, New Mexico in July 1947, an event which was certainly not caused by balloons, as alleged by the U.S. Air force. Such myths are only accepted by the ignorant or the powerful and their subjects."

• September 2005 - Paul Hellyer, Canada’s Defence Minister from 1963-67 under Nobel Peace Prize Laureate Prime Minister Lester Pearson and deputy prime minister under Pierre Trudeau, publicly stated, "UFOs, are as real as the airplanes that fly over your head."

• May 2005 - The Brazilian Air Force (FAB), almost certainly with the approval of Minister of Defense and Vice President, José Alencar, entered into an agreement with civilian researchers to release information and jointly investigate UFO incidents

• July 2004 - Governor of New Mexico and current presidential candidate, Bill Richardson, wrote in the foreword to The Roswell Dig Diaries, "It would help everyone if the U.S. government disclosed everything it knows. With full disclosure and our best scientific investigation, we should be able to find out what happened on that fateful day in July of 1947. The American people can handle the truth no matter how bizarre or mundane, and contrary to what you see in the movies."

• July 2004 - Producer, director, writer and actor Dan Aykroyd became the first A-list celebrity to allow his or her name and image to be used to support extraterrestrial-related phenomena research. He endorsed and agreed to be a spokesperson for the Mutual UFO Network (MUFON).

• May 2004 - The Department of Defense of Mexico, with the approval of Mexican Secretary of Defense, General Clemente Vega Garcia (and almost certainly Mexican President Vicente Fox), held an international press conference at the Hotel Sevilla Palace in Mexico City. The Department of Defense released air surveillance evidence of an unusual sighting to a civilian research team and confirmed a joint investigative effort.

• 2004-2007 - The United Kingdom conducted a series of releases of documents pertaining to classified UFO sighting reports and UK government studies.

The U.S. Congress, news media and the American people must prepare for the possibility that an event of sufficient magnitude to trigger formal Disclosure could take place at any time. Such an event could come from any number of directions and take place in any of a dozen countries. The 60-year truth embargo is collapsing.
