Smith Memo: Flying Saucers Exist; Matter Classified Above Top Secret

For the past several years we have been engaged in the study of various aspects of radio wave propagation. The vagaries of this phenomenon have led us into the fields of aurora, oceanic radiation, atmospheric radio-activity and geo-magnetism. In the case of geomagnetics our investigations have contributed little to our knowledge of radio wave propagation as yet, but nevertheless have indicated several avenues of investigation which may well be explored with profit. For example, we are on the track of a means whereby the potential energy of the earth's magnetic field ray may be abstracted and used.

On the basis of theoretical considerations a small and very crude experimental unit was constructed approximately a year ago and tested in our standards laboratory. The tests were essentially successful in that sufficient energy was abstracted from the earth's field to operate a voltmeter, approximately 50 milliwatts. Although this unit was far from being self-sustaining, it nevertheless demonstrated the soundness of the basic principles in a qualitative manner and provided useful data for the design of a better unit.

The design has now been completed for a unit which should be self-sustaining and in addition provide a small surplus of power. Such a unit, in addition to functioning as a 'pilot power plant' should be large enough to permit the study of the various reaction forces which are expected to develop.

We believe that we are on the track of something which may well prove to be the introduction of new technology. The existence of a different technology is borne out by the investigations which are being carried on at the present time in relation to flying saucers.

While in Washington attending the NARS Conference, two books were released, one titled "Flying Saucers Are Real" by Frank Scully, and the other, "Flying Saucers are Real" by Donald Keyhoe. Both books dealt mostly with sightings of unidentified objects and both books claim that flying objects were of extraterrestrial origin and might well be space ships from another planet. Scully claimed that the preliminary studies of one saucer that fell into the hands of the United States Government indicated that they operated on some hitherto unknown magnetic principles. It appeared to me that our own work in geomagnetics might well be the linkage between our technology and the technology by which the saucers are designed and operated. If it is assumed that our geo-magnetic investigations are in the right direction, the theory of operation of the saucers becomes quite straightforward, with all observed features explained qualitatively and quantitatively.

I made discreet enquiries through the Canadian Embassy staff in Washington who were able to obtain for me the following information:
a. The matter is the most highly classified subject in the United States Government, rating even higher that the A-bomb.

b. Flying saucers exist.

c.Their modus operandi is unknown but concentrated effort is being made by a small group headed by Doctor Vannevar Bush.

d. The entire matter is considered by the United States authorities to be of tremendous significance.
I was further informed that the United States authorities are investigating along quite a number of lines which might possibly be related to the saucers such as mental phenomena and I gather that they are not doing too well since they indicated that if Canada is doing anything at all in geomagnetics they would welcome a discussion with suitably accredited Canadians.

While I am not yet in a position to say that we have solved even the first problems in geo-magnetic energy release, I feel that the correlation between our basic theory and the available information on saucers checks too closely to be mere coincidence. It is my honest opinion that we are on the right track and are fairly close to at least some of the answers.

Mr. Wright, Defense Research Board liaison officer at the Canadian Embassy in Washington, was extremely anxious for me to get in touch with Doctor Solandt, Chairman of the Defense Research Board, to discuss with him future investigations along the lines of geo-magnetic energy release. I do not feel that we have as yet sufficient data to place before Defense Research Board which would enable a program to be initiated within that organization, but I do feel that further work of our own organization with, of course, full co-operation and exchange of information with other interested bodies.

I discussed this matter fully with Doctor Solandt, Chairman of Defense Research Board, on November 20th and placed before him as much information as I have been able to gather to date. Doctor Solandt agreed that work on geo-magnetic energy should go forward as rapidly as possible and offered full co-operation of his Board in providing laboratory facilities, acquisition of necessary items of equipment, and specialized personnel for incidental work in the project. I indicated to Doctor Solandt that we would prefer to keep the project with the Department of Transport for the time being until we have obtained sufficient information to permit a complete assessment of the value of our work.

It is therefore recommended that a PROJECT be set up within the frame work of this Section to study this problem and that the work be carried on a part time basis until such time as sufficient tangible results can be seen to warrant more definitive action. Cost of the program in its initial stages are expected to be less than a few hundred dollars and can be carried by our Radio Standards Lab appropriation.

Attached hereto is a draft of terms of reference for such a project, which if authorized, will enable us to proceed with this research work within our own organization.

It's international day at the Citizen Hearing On Disclosure (CHD), in Washington, D.C., in which several individuals, including military personnel, will present testimony of UFO encounters in other countries.

At the National Press Club this week, 40 international researchers and military/agency witnesses are presenting testimony in front of a committee made up of six former members of Congress.

In the following highlight from yesterday's testimony, researcher Grant Cameron reads from a Top Secret Canadian government memo which declares UFOs to be "the most highly classified subject in the United States":

In this second highlight from yesterday, former McDonnell Douglas Aerospace executive Robert Wood talks about his efforts to authenticate important UFO documents:

Gradual UFO Disclosure is Taking Place; Area 51 Allegations are Examples

LAS VEGAS -- Wild tales about flying saucers at Nevada's mysterious Area 51 military base are, by now, familiar all over the world. Those stories started on KLAS-TV back in 1989 and have since been featured in movies, TV shows and books.

Two new books explore how the story has evolved over the past 24 years and whether there is any truth to the claims of former government scientist Bob Lazar, who says he worked near the secret base at Groom Lake.

One book by Canadian researcher Grant Cameron alleges the Area 51 tale was part of a planned, but gradual, release of information to the public about the UFO subject. In his book, Cameron said that formal disclosure by the government is unlikely, but that a program of gradual disclosure is underway, using mass media. . . .

UFOs, Area 51, and Government Informants: A Report on Government Involvement in UFO Crash Retrievals

Grant Cameron and Scott Crain have just released this 2013 update of their 1991 book, UFOs, Area 51, and Government Informants: A Report on Government Involvement in UFO Crash Retrievals The similarly titled 1991 book was the first book ever published by MUFON and it was a limited edition.

Cameron and Crain are two of the best researchers in the field, and they include plenty of documentation to back up their work. The preponderance of the evidence clearly establishes several truths. Much disinformation has plagued UFOlogy, but there are some "core" elements that most of us agree to be true, powerfully reinforced by the research and conclusions presented here.

Many reputable officials have confirmed that secret government U.F.O. study group MJ12 actually does or did exist, perhaps now with a different name. Some of the MJ12 documents are probably bogus nevertheless, many have been confirmed as real by those in the position to know.

The 1947 Roswell, New Mexico crash was that of an extraterrestrial craft, there were crew members recovered, probably all dead. The U.S. government has covered up this event for over 65 years. U.F.O.s and their occupants are still classified above top secret, higher than our nuclear bomb secrets. It is highly likely that some form of official alien contact has occurred.

The government often releases or gets U.F.O. information covertly released, a mix of true facts and nonsense to cloud the issue and never give us full disclosure of even the basic U.F.O. truths. All of the major players are covered in this work and the findings and reports of many U.F.O. researchers and government informants are included.

The Bob Lazar story is re-analyzed, new information covered, with some very interesting conclusions. Area 51 and information leaks from it are added to the equation. Even the recent Chase Brandon claims are examined. It seems various factions in the government want to go different directions with the "U.F.O. problem."

This book is an updated classic, and a must read for the serious UFOlogist or anyone else interested in U.F.O.s. We absolutely are not alone. This publication comes with my highest recommendation.

UFOs, Area 51, and Government Informants - A Report on Government Involvement in UFO Crash Retrievals

For a roughly 10-year stretch during the 1980s and ‘90s, Eric Walker played a weird little game with UFO researchers. The retired Penn State president (1956-70) was rumored to have attended discussions at Wright-Patterson AFB concerning debris-recovery revelations from the alleged 1947 Roswell, N.M., crash. The smartest thing Walker could’ve done was to simply ignore the hounds on his heels. Yet, probably against the better judgement of a man whose most conspicuous public legacy is a PSU science facility bearing his name, Walker left behind a trail of letters and phone conversations no less baffling today than they were 20-some years ago.

As executive secretary for the Pentagon’s Research & Development Board from 1950-52, Walker had been neck-deep in some of the military’s most successful weapons systems of World War II. We are, however, unlikely to know the full extent of his activities. In the 1980s, for instance, long-time investigator Stan Friedman located a military archive cover sheet from the Department of the Army to the Chairman of the United States Communications Intelligence Board. The heading reads “Indoctrination for Special Intelligence for Mr. Eric Arthur Walker,” but the rest of the document is missing.

At any rate, when researchers began querying Walker by phone and mail at his residences in State College, Pa., and Hilton Head, S.C., they got less — and a lot more — than they bargained for. In a series of bizarre exchanges, Walker alternately confirmed and denied the existence of the controversial and possibly apocryphal MJ-12 ET study group, warned sleuths to “leave it alone!,” returned letters with cryptic margin notes and, in his lengthiest written response, stated Roswell’s crashed UFOnauts “were four very normal individuals, all male” who went on to immerse themselves in American society. “I hope,” he concluded, “that you will let matters lie as they are. The results are completely satisfactory, and nothing is to be gained by further publicity.”

Walker’s strange tale is but a single piece of the puzzle in UFOs, Area 51, and Government Informants: A Report on Government Involvement in UFO Crash Retrievals, the just-released book by Grant Cameron and Scott Crain. Sifting through a mind-numbing alphabet soup of military agencies, sorting out disinformation and counterintelligence dispersed by a cast of interlocking and largely forgotten Cold War players, the authors’ quixotic journey is reminiscent of Mark Pilkington’s 2010 journey down the rabbit hole, Mirage Men.
But unlike Pilkington, whose futile rumble with spookworld led him to conclude the UFO mystery is a cover for special operations, the Cameron-Crane project contends the misdirection is an effort to open the cage one screw at a time. The authors say that leaking potential half-truths into the public domain — such as President Truman’s alleged 1952 briefing paper on ETs for president-elect Eisenhower — is a calculated gamble to slowly acclimatize Americans into accepting the reality of an alien intrusion onto our planet.

In fact, they argue that former CIA agent Chase Brandon’s announcement last summer that he’d discovered some Roswell files in the Agency’s archives was a coordinated fabrication in the latest chapter of the ongoing strategy. “Hence Brandon has not been prosecuted for lying about the CIA,” they write. “Hence the CIA did not call him a liar. The Roswell box story is a made-up story with no breaches of security. Brandon and the CIA are a team. This is why nothing was done by the CIA, and nothing will be done.”

No, the Cameron-Crane theory isn’t a new idea. But UFOs, Area 51, and Government Informants took decades of exhaustive research to pull together. It is at once speculative, informed, and inferential; one might easily disagree with its verdict. But in reaching that verdict, what they give us is a forbidding diagram of just how tedious, maddening, arcane and thankless a chore it is to assemble historical contexts to build such a case. It’s the sort of journey that requires the patience of a buzzard or a tree sloth, along with a tolerance for being spun like a top by insiders — retired or otherwise — like Eric Walker.

No doubt you’ll leave this back-channel maze far less naive than the way you entered. The flip side is, it just might serve as a textbook warning to young lions intent on cracking this nut. In fact, you can almost imagine Walker, back in the day, quoting Dante’s Divine Comedy in a plaintive appeal for outsiders to back off: “Abandon hope, all ye who enter here.”

By Dr Kevin Randle
A Different Perspective
2-17-12

TONIGHT (2-19-12) ON COAST TO COAST AM RADIO: Joining George Knapp, author Kevin Randle will discuss his life as a UFO investigator, traveling throughout the U.S. on his quest to learn the truth about one of the most puzzling phenomenons of our times.

For some bizarre reason, the Wilbert Smith documents have gained new life and I’m not sure why. Smith was a Canadian radio engineer who worked with, or for the government and was well thought of. He was, for example, the Senior Engineer at the Canadian Department of Transport. He also, according to researcher Grant Cameron, was responsible for “Radio Ottawa” where the Canadian “spies” reported in and which also monitored Soviet communications. Yes, I wondered about Canadian spies as well, but that something for another time.

According to the latest information, this memo, written by Smith on November 21, 1950, has just been recovered from the Archives of the University of Ottawa. I guess that means that the document was found in their collection, but it has been available for a long time. Though originally classified as “Top Secret,” it has been downgraded over the years so that it is no longer classified (which means only that its classification was downgraded and says nothing about the importance of the information included in it.) The complete text says:

Smith Memo

Smith Memo (2)

Smith Memo (3)

That is the full text of the document and it is clearly a document that was held at a high level of classification by the Canadian government. But there are some things that we can say about it.

First, this is a report by one man telling of his meetings with others and some of their discussions. For the parts that interest us, which is, of course, the material relating to UFOs, there is no outside corroboration of the facts as he stated. It is clear that he is reporting what he believes to be the truth, as told to him by others, but that doesn’t get us to a point where there is an official confirmation of the data by either the Canadian government or by the United States.

In that respect, this is similar to the FBI document that generated all that interest last year. Yes, that document referred to UFO crashes, and yes it was an official FBI document, but that report seemed to be generated by the Frank Scully book and not by anything official. This seems to be some of the same thing.

Might I relate a bit of personal experience here. I had appeared on a national television program in 1991 and before I could get home, some fellow had attempted to contact me with important information and with evidence in the form of classified documents. He had received them from an inside government source who was credible, but who, because of his government position wanted to remain anonymous.

What did he have?

The Eisenhower Briefing and the Truman memo from MJ-12. I don’t know where he got his copies, but by 1991, they were floating all over the place. If the man had truly gotten them from an inside source, and had we had the name of the source so that we could verify his government connections, that would have been one thing. But we didn’t, so that information was as useless as the rest of the MJ-12 documents.

This document created by Smith is a report by a member of the Canadian government about several issues, including the flying saucers. He does make reference to two books, one, Behind the Flying Saucers has been discredited, and the other, by Major Don Keyhoe does not talk of crashes and bodies, but of the cover up by the Air Force. Smith doesn’t mention any other sources of information and that seems to be a critical point here.

What we have to do is see it in the context of the time and the context with which it was written. It wasn’t an official government study approved up and down the chain. It wasn’t designed to prove anything about UFOs one way or another. It was simply a report by one man about a conference he attended and he mentioned the UFOs as part of the discussions that took place there, unofficially.

In other words, it is interesting, but it doesn’t provide the evidence of either flying saucers or government cover ups. It is a document composed of rumor without foundation, and unfortunately, that is all that can be said for it.

TONIGHT 3-3-11| Veteran Ufologist, Grant Cameron On The Joiner Report

Grant Cameron On The Joiner Report

Listen To Show in The Archives Here

Sherry Boardman     Grant Cameron will be Thursday night’s guest on The Joiner Report. Cameron recently attended the 2011 International UFO Congress and will discuss some of the meeting’s highlights.

Alejandro Rojas will also be one the show. Rojas is one of the team members of Open Minds Production who hosted the Arizona event. Speakers on the program included Travis Walton, Stanton Friedman, Dr. John Alexander, Leslie Kean, Paul Hellyer, James Penniston, John Burroughs, and other notable guests. Panels of astrophysicists, nuclear physicists, abductees, and former top-secret-clearance military personnel made up just a portion of highly decorated and influential speakers. Exhibitors from around the globe also attended. The conference covered a large variety of topics related to the UFO phenomenon including technology, government cover-ups, exopolitics, black projects, crop circles, alien visitation and more.

Grant Cameron (www.presidentalufo.com) is well known for his in-depth research in ufology and the study of U.S. Presidents’ remarks on the subject of reported unknown objects making aerial appearances all over the world.

He first became involved in the UFO phenomena in May 1975 with personal sightings of an object in Carman, Manitoba, Canada, which locally became known as Charlie Red Star.

After composing a manuscript on those happenings, he spent time researching the work of the late Wilbert B. Smith who was the head of the Canadian government flying saucer investigation known as Project Magnet, which ran from 1950 to 1954. Years of Smith research led to the discovery of former Penn State University president Dr. Eric Walker, who was identified by Dr. Robert Sarbacher as a key person inside the UFO cover-up. Cameron teamed up with T. Scott Crain to research and write a book titled “UFOs, MJ-12, and the Government,” published by MUFON. The book summed up their three years of research on Dr. Walker’s involvement.

Cameron then turned his attention to the involvement and actions of the U.S. Presidents and has made numerous trips to the National Archives and most of the various presidential archives searching for presidential UFO material. He said that one of the highlights of the research was the chance to question Vice-President Dick Chaney on his knowledge of the subject. Another exceptional event was the release of 1,000 pages of UFO documents from the Clinton administration, many of which are recorded on The Presidents UFO Website.

Tune in to Thursday night’s The Joiner Report, March 3, 7:30 p.m. Central, at www.inceptionradionetwork.com, with host Angelia Joiner and guest Grant Cameron.

Michael C. Luckman is director of the New York Center for Extraterrestrial Research and the founder of the Cosmic Majority 2012, an organization that seeks to represent the majority of people on earth who believe in UFOs, life on Mars, and the paranormal. He taught the nation’s first college course on rock music.

Luckman authored ALIEN ROCK: The Rock ‘n Roll Extraterrestrial Connection (Pocket Books and VH1). ALIEN ROCK focuses …on a direct link between Elvis Presley, Michael Jackson, John Lennon, Mick Jagger, Jimi Hendrix, David Bowie, Jerry Garcia and other rock and pop icons and extraterrestrials. Ten well-known rock stars, including Garcia, believed that they were abducted by otherworldly beings.

He led the first ever UFO demonstration at the United Nations in an effort to convince the world body to prepare for contact with alien intelligences. Luckman broke the story of billionaire philanthropist Laurance Rockefeller’s initiative with the Clinton White House aimed at opening the United States government’s X files on UFOs. Rockefeller briefed both Bill and Hillary Clinton about a UFO visit to Earth at his JY ranch in Jackson Hole, Wyoming. A UFO conference was held at the JY ranch and sponsored gatherings of military whistleblowers prepared to go public about the Roswell UFO crash, providing they were offered Presidential immunity.
